About this file

This is a Revised Statement of Work (SOW) for a National Park Service (NPS) Underrepresented Communities Grant project administered by the Colorado Office of Archaeology and Historic Preservation (OAHP) in coordination with the Sangre de Cristo National Heritage Area (SDCNHA). The project requires a qualified consultant to nominate four historic properties associated with Hispanic heritage to the National Register of Historic Places: Our Lady of Guadalupe in Conejos, St. Joseph's Parish in Capulin, Garcia Ranch Headquarters near Lobatos, and SPMDTU Hall in Chama—all located in Conejos and Costilla Counties in the San Luis Valley. The consultant must complete research, fieldwork, photography, oral history interviews, and written documentation for each property. Deliverables include outlines of historic significance arguments due by January 30, 2018; draft National Register nominations due by May 1, 2018; revised drafts following OAHP staff review; attendance at a Colorado State Historic Preservation Review Board meeting scheduled for September 21, 2018; and final nominations incorporating board comments due by November 1, 2018. The consultant must travel to the four properties as needed for field recordation and attend the Review Board meeting in Denver.

The overall project budget cannot exceed $37,450, including all travel and supplies. Travel costs are limited to the state rate of $0.48 per mile, and per diem for meals and incidental expenses is capped at the standard $51 rate. Payments will be made upon invoice submission and approval of deliverables according to a schedule tied to completion of each phase. Acceptable respondents must meet NPS Professional Qualifications Standards for History or Architectural History, demonstrate familiarity with the National Register program and OAHP's Compass database, and provide evidence of being a primary or major contributing author on at least three successfully listed National Register nominations within the previous ten years. The consultant must possess the ability to travel within Colorado and engage with the Review Board.

NPS Underrepresented Communities Grant Documented Quote

Revised Statement of Work (SOW)

I. PURPOSE - The purpose of this project is to successfully nominate four historic properties associated with Hispanic heritage to the National Register of Historic Places (NR), funded by a Underrepresented Communities grant from the National Park Service (NPS). Successful listing of said properties will result in better representation of an underrepresented community in Colorado’s and the nation’s history, a stated goal of Colorado’s state preservation plan: The Power of Heritage and Place: A 2020 Action Plan to Advance Preservation in Colorado. In addition, this project aligns with the Sangre de Cristo National Heritage Area’s (SDCNHA) goals of preserving and protecting the unique cultural heritage of the San Luis Valley.

The hired consultant will record, through research, fieldwork, photography, oral history interviews, and written documentation, the four specific properties selected by Office of Archaeology and Historic Preservation (OAHP) and SDCNHA staff in coordination with NPS Heritage Partnerships staff. Following recordation, a complete National Register nomination, with all required attachments, will be prepared for consideration by the Colorado State Historic Preservation Review Board at one of its regularly scheduled meetings and ultimately for forwarding to the Keeper of the National Register with NPS for listing.

II. DELIVERABLES – the required deliverables listed below will each apply to the four specified properties and must be approved by OAHP staff before considered complete:

A. outlines of historic significance argument, including applicable National Register criteria, area(s) of significance, and period(s) of significance; to be approved by OAHP staff.

B. draft National Register nominations for OAHP staff review, including:

1. full description of historic property, including architectural description of building(s), structure(s), and surrounding property and features.

2. evaluation of historic integrity

3. statement of significance per the approved outline (Deliverable A)

4. discussion of associated historic context(s)

5. bibliography

6. property locational information (UTMs or lat/long coordinates) as required by NPS standards

7. photographs (1 set of prints and 1 set of TIF digital files, each) meeting NPS standards

8. digital map(s) meeting NPS standards, including Google Earth or topographical map and sketch map clearly showing nomination boundaries

C. revised draft National Register nominations, per OAHP comments, for Colorado State

Historic Preservation Review Board meeting and vote

D. attendance at Review Board meeting

E. final NR nominations, revised per Review Board comments, for forwarding to the Keeper of the National Register’s office. All required attachments submitted to OAHP satisfaction.

Acceptable deliverables will closely adhere to National Register guidelines and policies and will be responsive to any prior comments and guidance from OAHP staff as well as comments given by the Review Board.

III. Properties to Nominate

- Our Lady of Guadalupe, Conejos, Conejos County (5CN.489) serves the oldest parish in Colorado, designated in 1858 after the congregation began meeting in a temporary space in 1856. The current church, which replaced the original building after a fire in 1926, anchors the original plaza of the historic community of Conejos. The church towers and front façade were built in 1948. The property includes a ca. 1950s grotto landscape feature and a 2004 large one-story fellowship hall and cross feature to the south. Assessor records indicate total square footage of the buildings exceeds 10,000 square feet.

- St. Joseph’s Parish, Capulin, Conejos County (5CN.816) is a Gothic Revival style church constructed in 1912. The stone church building has at least two large additions to the rear and sides and a landscaped yard. The property for nomination consists of over three acres, including the adjoining cemetery and small-scale landscape features.

- Garcia Ranch Headquarters, Lobatos vicinity, Conejos County (site # not yet assigned) consists of approximately two acres encompassing an 1850s adobe house with multiple additions, garage, adobe potato cellar, two wood granaries, small fenced yard, Butler grain bin, two loafing sheds and corrals/fencing, an outhouse, small adobe house ruins, former vegetable/flower garden, and road segment. Although part of a larger rural historic landscape, the nomination will focus on this smaller functional division, but with historic background to include information on the settlement of the larger ranch. Subsequent nomination of the larger property may follow in the future depending upon support of water rights owners associated with ditches, outside of the scope of this project.

(approximate area for nomination)

- SPMDTU (Sociedad Protección Mutua de Trabajadores Unido) Hall, Chama, Costilla County (5CT.213) is a linear plan adobe building built by chapter members ca. 1920. A wood outbuilding sits at the rear of the property parcel to be nominated.

IV. Timely Completion

- Deliverable A must be submitted no later than January 30, 2018

- Deliverable B (1-8) must be submitted no later than May 1, 2018

- Attendance at September 21, 2018 Review Board meeting (or earlier meeting) is required

- Revisions to final NR nominations, per Review Board comments, must be submitted to OAHP no later than November 1, 2018.
