About this file
This is a Questions & Answers document for a National Park Service Underrepresented Communities Grant administered by Colorado addressing the nomination of Garcia Ranch Headquarters for listing on the National Register of Historic Places (NRHP). The project requires recordation of the property, including documentation of physical conditions, property history, and relationships to applicable historic contexts and themes. The scope of work encompasses field work, photography, mapping, and historical research, with an anticipated project start in June 2017. Field work and preliminary research are scheduled for summer and fall of 2017, with Deliverable A (initial nomination documentation) due after this phase to allow Colorado Office of Archaeology and Historic Preservation (OAHP) staff review and approval of the nomination's basic premise. Subsequent deliverables involve in-depth research and mapping as needed. The Garcia Ranch headquarters, owned by descendants of the original settlers and no longer used for agricultural purposes, is the subject property for nomination. Respondents must provide clarification on the term "documented quote" as the solicitation format, which requires no specific structure unless stated in the Statement of Work but must include pertinent information for comprehensive evaluation.
Evaluation of responses will prioritize respondent qualifications with supporting documentation, with submitted project budgets based on required deliverables and adherence to stated mileage and per diem rates. Among qualified respondents, the lowest quote will be selected per state procurement policies. The document addresses concerns regarding payment schedules, indicating that respondents may propose alternative reimbursement structures, including payments upon completion of field work, photography, and mapping phases, though specific details are referenced in the Revised Statement of Work. Additional information requests include provision of KML files or UTM coordinates for property visualization in Google Earth and clarification on task timelines and cost responsibility during the initial research and field work phases.

Could HC provide a KML file or UTM coordinate for the Garcia Ranch Headquarters so that it can be viewed in Google Earth? This would help understand the layout and relationship of the buildings. Thanks.
Please see Revised Statement of Work.
The solicitation is described as a "documented quote." Our firm and partners are unfamiliar with this term. Can you describe the structure, contents, etc., required for the response?
The documented quote is the term used for a solicitation that is of a certain dollar amount. There is no specific format required unless there is one stated in the SOW. All responses need to include the pertinent information requested so there can be a comprehensive evaluation.
The solicitation calls for "recordation" of each property. Can you explain what this means in the context of this project and how it differs from field work typically undertaken to prepare a NRHP nomination form?
The term “recordation” refers to the typical recording of a property (e.g., physical conditions, specific property history, and its relationship to applicable contexts and historic themes) for the purposes of the NRHP nomination form.
Can HC clarify its thinking on the task timeline for this project? Assuming a project start date in June 2017, will field work, photography, mapping, and historical research occur between June 2016 and Jan. 2018?
It is assumed that field work and preliminary research can occur in the summer and fall of 2017, after which Deliverable A would be completed to ensure agreement between OAHP staff and the hired consultant on the basic premise of each nomination before further writing/research has been conducted. It is anticipated that mapping and more in-depth research, as needed, can occur afterward.
If the first payment point is after submission of Del. A, which presumably comes after completion of field work, photography, and research, does HC expect the selected consultant to carry the costs for 8 months without payment?
Please see Revised Statement of Work.
Is HC open to quotes that propose a different reimbursement schedule, including payments after completion of field work, photography, and mapping for a property or properties?
Please see Revised Statement of Work.
Is the Garcia Ranch still owned by descendants of the original settlers? Is it still a working ranch?
Yes, the ranch is owned by descendants of the historic settlers. The headquarters area to be nominated is not currently used for agricultural purposes.
What will be the criteria for evaluating responses to this solicitation?
Respondents must meet the listed qualifications, with supporting documentation submitted. Submitted project budgets must use the required deliverables as a base for costs and adhere to the stated rates for mileage and per diems. Among the respondents who meet these requirements, the lowest quote will be selected, per state procurement policies.
