The switchboard manufacturer is responsible for design, manufacturing, factory testing, and warranty of all equipment and must provide equipment in conformance with specified requirements, including obtaining all necessary permits and approvals from local jurisdictions. Equipment must be delivered factory-tested and ready for installation, with the manufacturer providing full insurance coverage and up to three (3) months of storage as needed. The manufacturer must submit comprehensive shop drawings, operation and maintenance manuals, spare parts lists, testing methods, and certified test reports prior to production.
All equipment must be manufactured by a single entity using NEMA-rated components; IEC-compliant equipment is not acceptable. Acceptable manufacturers include Eaton (Pow-R-Line Xpert), ABB (Reliagear LVSB), Square D Company (QED-2 LV Series), or Siemens Energy & Automation. The switchboards must comply with Build America, Buy America (BABA) requirements and various standards including ANSI/IEEE, NEMA PB 2, NFPA 70 (National Electrical Code), and UL standards (UL 98, UL 489, UL 891, UL 1066). The warranty period is 24 months following final acceptance. The manufacturer's representative must provide on-site supervision during installation and testing, conduct functional testing of control sequences, and provide two sessions of four-hour training for Owner personnel. The project is federally funded through the State of Florida Department of Commerce and the U.S. Department of Housing and Urban Development Community Development Block Grant Mitigation Program (CDBG-MIT), requiring compliance with Presidential Executive Order 11246, Title VII of the Civil Rights Act of 1964, 2 CFR Part 200, and applicable state and federal procurement regulations.

b. A 4” infrared inspection port in the front door of each main/tie circuit breaker section. IR ports shall be located to allow IR observation of the cable terminations within the compartment. IR ports shall meet requirements of
IEEE C37.20.2, shall maintain NEMA rating of SWBD enclosure when in use.
R. Operations and Interlocks for SWBD-DIST
1. Normally, the 480V bus section will operate with the utility source breaker in the
CLOSED position, and the alternate source breaker in the OPEN position.
2. SWBD-DIST shall incorporate electrical interlocks to prevent paralleling between the utility source and any alternate source, including permanent or portable generator(s). Paralleling shall not be permitted under any conditions or operating modes, regardless of the position of the automatic/manual selector switch or any operator action.
3. Provide a selector switch for selection between automatic and manual operation of the permanent generators. Operation of the portable generator shall be permitted only in manual position. Normally, the selector switch for selection between automatic and manual operation of the connected generator(s) shall be in automatic unless manually changed to manual by the operator.
4. When the automatic/manual selector switch is in manual, the Automatic Transfer
Controller (ATC) shall be locked out.
5. The ATC shall prevent the following:
a. Closing of the alternate source breaker when the utility source breaker is in the CLOSED position.
b. Closing of the utility source breaker when the alternate source breaker is in the CLOSED position.
6. Control Sequence

LOW VOLTAGE SWITCHBOARDS PRE-PURCHASE PACKAGE
a. It is the intent of this specification that the switchboard control system will control the utility source breaker and the alternate source breaker. Source switching shall be open transition.
1) Initial conditions
a) Utility present. Utility source breaker closed.
b) Alternate source breaker open.
c) Permanent generators off.
2) Utility power failure when automatic/manual selector switch is in automatic operation and SWBD-GEN-M is closed.
a) Initiate sequence when utility power source fails and the system control switch is in the auto mode.
b) Open utility source breaker
c) Start permanent generators via Master Paralleling Controller.
d) When permanent generator voltage ≥ 460V and frequency is
59.5 ≤ f ≤ 60.5, close alternate source breaker.
e) Supply plant load as required.
3) Return to utility source from alternate source
a) Initiate sequence automatically when utility bus voltage and frequency are 460V-510V, 59.5 ≤ f ≤ 60.5 for an adjustable time delay, and the system control switch is in the Auto mode.
b) Open the alternate source breaker. The permanent generator(s) shall then run in an unloaded cooldown mode for an adjustable time delay.
c) Close the utility source breaker to supply plant load.
S. Surge Protective Devices
1. Surge protective devices (SPD) shall be provided integral to the SWBD enclosure, as indicated on the Drawings. See Section 26 43 13 – Surge Protective Devices for SPD requirements.
