ILLINOIS DEPARTMENT OF NATURAL RESOURCES
SMALL PURCHASE PROCUREMENT
SCOPE OF WORK & PROJECT REQUIREMENTS
Date: June 3, 2020 File# 4-20-043
LOCATION: Carlyle Lake State Fish and Wildlife Area
PROJECT TITLE: LiDAR and Orthophotograph Collection
PROJECT NARRATIVE:
Due to extensive flooding and significant degradation of the earthen levees which negatively affect the water level management regime, the Illinois Department of Natural Resources is seeking a not-to-exceed proposal to collect and provide Light Detection and Ranging (LiDAR) and Orthophoto (Orthorectified (geometrically corrected) Aerial Photography) details for the Carlyle Lake State Fish and Wildlife Area (SFWA) property, located southwest of Vandalia, IL in Fayette County. The purpose for this LiDAR and Orthophoto collection is to provide an accurate base map which represents how surface water flows across the site. This information shall be used to aide in the design and construction of a proposed wetland enhancement at Carlyle Lake SFWA.
SCOPE OF WORK:
IDNR is requesting the selected Vendor collect enough data to provide the IDNR with a Triangulated Irregular Network (TIN) surface in Civil 3D 2019 format to generate 0.5-foot contours according to National Mapping Standards. The selected Vendor shall locate and map all visible features including but not limited to swales, ditches, berms, fences, edge of agriculture fields, edge of wooded areas, roads, riverbanks and any other features that impact surface drainage. The Vendor is also responsible for setting proper ground control to provide the information requested. It is expected that enough data will be collected and processed to accurately depict cross sections of existing berms, ditches and any other relevant features.
ATTACHMENTS:
The following documents are included:
1) The project area is detailed in the attached PDF labeled “Carlyle Lake SFWA LiDAR Boundary”.
PROJECT SPECIFICATIONS & REQUIREMENTS:
Schedule Scheduling of the data gathering phase of this effort shall be approved by the Illinois Department of Natural Resources, or their approved Agent. Several factors shall be taken into consideration for scheduling. These factors include, but are not limited to, tree canopy cover, current flood stage of the project site, and time of year.
A. Project Specifications:
1) The awarded vendor must have 5 years of experience in the commercial geospatial data collection and photographic mapping industry and be able to provide documentation of completion of at least 5 projects similar in size and scope to this one.
2) Data collection at 3-inch (0.075 meter) Ground Sample Distance (GSD), digital 4-band aerial imagery together with the collection and processing of high accuracy classified LiDAR data in a Laser (LAS) format sufficient to derive the following:
a. A surface model with enough accuracy to support 0.5-foot contours adhering to the American Society for Photogrammetry and Remote Sensing (ASPRS) Class III vertical accuracy standards. This surface model will be augmented by ground topographical information as required to fill any dense vegetation data voids.
b. Planimetric mapping adhering to ASPRS Class 1 horizontal accuracy standards developed at a one-inch equals fifty feet (1:50) scale
c. Orthorectified color aerial imagery at a 3-inch resolution
d. It is required that the LiDAR acquisition be flown in overlapping perpendicular directions to better penetrate the tree canopy.
e. The imagery/LiDAR provider shall ensure that the project area is fully and sufficiently covered with no data voids due to data holidays (i.e. gaps between flight lines) and/or from system malfunctions. Data voids in the bare earth not caused by classification of geographic features shall not exceed three times the point spacing. Data voids of this size are unacceptable and shall be reason to reject the entire sub-project dataset.
3) All mapping files created for this project shall be referenced to the following systems:
a. Horizontal coordinates shall be State Plane Coordinate System, Illinois West Zone, US Survey Feet, and NAD83 (2011).
b. All elevations shall be in US Survey Feet and referenced to NAVD 88, Geoid 12B.
4) A single, non-overlapped, tiling scheme will be established and agreed upon between IDNR and the aerial mapping subconsultant prior to deliverables development. This established scheme will be used for all tiled deliverables.
5) LiDAR data shall be collected using an approved fully calibrated system capable of collecting multiple echoes per pulse with a minimum of a first, last, and one intermediate return. The system must also be able to collect the intensity (LiDAR pulse signal strength) for each return signal.
a. Ground Control Points
i. All mapping will be controlled with enough ground control points to meet the project mapping accuracy requirements
ii. All ground control point information established by the contractor shall be stable and recoverable by IDNR, or its Agent, and shall be provided to the IDNR for use in map accuracy checks
iii. Map accuracy checks of the surface models will be verified by IDNR, or its Agent, before final deliverables are delivered.
1. To verify mapping, DNR shall request the selected Vendor provide the horizontal coordinates of at least 20 check points visible in the mapping. IDNR, or its Agent, shall confirm these coordinates meet or exceed ASPRS Class 1 horizontal accuracy standards using Real Time Kinematics (RTK) Global Positioning System (GPS) or conventional methods and observations.
2. To verify surface models, DNR, or its Agent, shall provide the horizontal coordinates of 20 map accuracy check points in each type of terrain (low vegetation, high vegetation, non-vegetated, and paved surfaces) to the selected Vendor. A total of at least 80 check points will be provided as collected using RTK GPS or conventional survey methods. The Vendor shall then provide the IDNR with elevation values for these points as developed from the mapping. The IDNR, or its Agent, confirm that the map accuracy meets the specified requirements. Mapping not meeting map accuracy requirements specified in this request will need to be resurveyed or revised by the Vendor and shall be re-checked, after revision, with existing check points such that the deliverables are verified to meet or exceed ASPRS Class III vertical accuracy requirements.
