About this file
This document contains the technical specifications for an unmanned aerial system (sUAS) procurement issued by the Illinois Department of Natural Resources (IDNR) Office of Mines and Minerals for its Abandoned Minelands (AML) program. The procurement requires a new, unused drone system capable of rapid deployment with a horizontal speed of 45 mph and flight endurance up to 40 minutes. The aircraft must meet stringent environmental and operational standards, including an IP55 ingress protection rating, a maximum service ceiling of 15,000 feet, and the ability to operate in temperatures ranging from -4°F to 113°F while withstanding wind gusts up to 28 mph. The system must include a true 360-degree obstacle avoidance capability and autonomous flight functionality in GPS-denied or zero-light environments. Additionally, the platform must comply with National Defense Authorization Act (NDAA) requirements, featuring AES-256 wireless encryption and encrypted internal storage for enhanced security.
The camera and sensor payload specifications emphasize precision mapping and 3D modeling capabilities essential for construction monitoring, surveying, and engineering inspections. Required features include an RTK/PPK GPS attachment for precision data collection, onboard 3D modeling software for real-time 2D and 3D model generation, and specialized 3D scan software for automated data capture of complex structures. The inspection package must include a minimum 50-megapixel high-resolution camera capable of sub-millimeter precision and a radiometric thermal camera for thermal site analysis. All bids must include product literature and shipping costs on an F.O.B. basis. The specification allows for equivalent product submissions and does not restrict competition based on brand names, provided bidders can demonstrate product equivalency for the intended use.

IDNR Office of Mines and Minerals - AML Drone (sUAS) Specifications.
January 2026 Rev. 1
Vendor will provide product literature with the quote. Shipping costs to be included with bid.
Product must be new, unused and free from defects. Shipping F.O.B. The use of a brand name is for describing the standard of quality, performance, and characteristics desired and is not intended to limit or restrict competition. Or Equal submissions will not be rejected because of minor differences in design, construction or features that do not affect the suitability of the product for its intended use. Burden of proof that the product is equal is on the bidder.
UAS Specifications
This sUAS should be capable of the following: rapid deployment; offering a horizontal speed of 45 mph and a total flight time of up to 40 minutes. The aircraft should have an IP55 ingress protection rating against dust and water, a maximum service ceiling of 15,000 feet, and the ability to withstand wind gusts up to 28 mph while operating in temperatures ranging from -4°F to 113°F. Navigation and safety are a priority and should include a true 360° obstacle avoidance system and be capable of facilitating autonomous flight in GPS-denied or zero-light environments. To meet stringent security requirements, the platform is compliant with the National Defense Authorization Act (NDA), featuring AES-256 wireless encryption and encrypted internal storage.
Camera Specifications
This sUAS camera payload should provide the necessary specialized features and technical specifications tailored for construction monitoring, surveying, and engineering inspections.
The equipment platform will be required to perform and support the following:
Precision Mapping and 3D Modeling
For surveying and site documentation, the platform should support data collection through several integrated systems:
• RTK/PPK GPS Attachment: Provide an attachment that can be utilized for precision mapping and data collection, which is critical for design/engineering projects.
• Onboard 3D Modeling: Utilizing powerful onboard computing, capabilities to include the software to build 2D maps and 3D models in real time without the need for external systems.
• 3D Scan Software: Specialized software allows for automated, comprehensive data capture of complex structures and landscapes.
High-Resolution Inspection Capabilities
The modular sensor/camera package should include optics for specific inspection tasks:
• Sub-millimeter Inspection capabilities: A camera/sensor package with minimum 50 MP camera specifically designed to capture sub-millimeter level precision, providing close detail for visual inspections.
• Thermal Site Analysis: The radiometric thermal camera (<30mK sensitivity) to detect minute temperature differences for identifying heat concentrations as well as potential coal fires and hot zones.
Additional Requirements
• Ruggedized Design: The aircraft should be IP55 certified against dust and water and operate in temperatures ranging from -4°F to 113°F. It should also handle wind gusts up to 28mph, ensuring stability on exposed job sites.
• GPS-Denied Navigation: In complex environments like bridge underdecking or intense forest canopy. Features should include autonomous flight and return commands even when GNSS signals are blocked.
• 360° Obstacle Avoidance: True 360-degree visibility, allowing the drone to navigate safely around structures, highwalls and other site hazards.
• Zero-Light Operations: Should be able to support autonomous flight in complete darkness using IR or visible light illuminators, facilitating night operations (emergencies) if warranted.
Support Software and Specifications
This sUAS manufacturer should provide access to online support and training where necessary. An annual subscription fee, if not included, shall be provided for one year. This will include the necessary software and firmware upgrades required to keep the drone operational and up to date.
In summary the package should include the following.
One (1) 2.4/5 GHz, 5G/LTE ready vehicle, one (1) 2.4/5 GHz, 5G/LTE controller, one (1) 50MP camera and thermal sensor unit, one (1) RTK/PPK attachment, one (1) pro case, two (2) wall adapters, one (1) set additional propellers, two (2) 256 GB micro SD cards, three (3) batteries, one (1) dual charger and one (1) 3ft landing pad. The package should also include one (1) license to Autonomy Drone Software that allows the drone to see, understand, and act upon the world. It should also include online access to manufacturer specific training and support for one (1) year. A shipping cost, if delivery is not an option, should be included as well, to 503 E. Main St. Benton, Illinois 62812
In addition to the UAS, the vendor will be required to one day of on-site training and travel expenses to The IDNR Office of Mines and Minerals located in Benton, Illinois. Specific instruction on UAS operation and a demonstration of its capabilities will be required for a small group of agency staff at a location near Benton, Illinois to be determined later.
