TRAIN – DEPLOY – WIN
RESCUE & ATTACK!
Performance Work Statement for
Moving Target Support
1. Description of Services. The contractor shall provide all equipment, orientation, maintenance technicians, tools, academic materials, ground training, post-mission briefings, debrief support, management, and supervision necessary, in order to deliver a realistic moving-target threat presentation to the end user and other military forces, for air-to-ground and ground-to- ground gunnery training based out of Gila Bend Aux Field (KGXF) in Gila Bend, Arizona. All contract performance shall be conducted within a 50 mile radius of KGXF to include ranges R-2304 and/or R-2305 during the time frame of 14 – 25 September 2020 (detailed schedule of services below).
2. Basic Services. The training shall include advanced weapons training and terminal employment as well as factor threat analysis and mitigation as outlined by tactics, techniques, and procedures utilized by the Air Force Combat Search and Rescue. The contractor shall provide all logistics necessary to facilitate a realistic threat presentation in accordance with specific tasks 14 – 25 September 2020.
3. Specific Tasks.
a. Target Requirements and Crew Qualifications: Training must include threat presentation with live fire targets and training platforms using reactive behavior scenarios with triggered responses. The targets will be able to move along pre-planned routes or react independently to change their route/speed real-time via operator inputs. The targets must be trackless, 4x4 moving targets able to travel at least 15mph. The contractor shall provide two (2), self-propelled, re-usable targets able to register weapon impacts and enough system operators to make all serviceable targets available for use at the same time throughout the length of the training. At no point will there be less than two (2) mobile serviceable targets in use simultaneously during each training event. Mobile targets shall be unmanned and able to navigate unimproved dirt roads and able to move in any direction. Mobile targets must support carriage of expendable three-dimensional (3-D) targets that resemble a mid-sized pickup truck. Targets must have reactive behavior such as initiate smoke/pyrotechnics or any observable indication that they have been “destroyed”. Targets must be equipped to accurately register weapons impacts, immediately report hits to operator, and be able to indicate they have been “destroyed” after a certain number of hits. They must also present an artificial thermal signature to aid in target recognition and acquisition via a forward-looking infrared (FLIR) system. After each event, targets must be able to reset to the starting point or drive to the operator without the need for crews to drive onto the range unless the vehicle’s movement capability has been damaged or failed. The main carriage unit for the mobile target must be re-usable and tolerate up to .50 caliber ball and tracer impacts from weapons employed as close as 250 meters.
b. Freight Support: Delivery will be FOB Destination. The contractor shall provide the means to ship or transport the mobile targets to KGXF and onto gunnery ranges locally known as “Range 3” and “ETAC”.
c. Transportation Support: The contractor shall provide the means to move their personnel, training-related material and/or equipment to KGXF. Transportation in-and-around KGXF will also be provided by contractor. This will include the means to move personnel and equipment between lodging facilities, sustenance facilities, airfield, ranges, and all other applicable locations.
d. Lodging Support: The contractor shall cover per diem, transportation and lodging fees for their personnel.
4. Deliverables. The contractor shall provide the following:

a. Two (2) serviceable mobile, self-propelled targets with qualified system operations to support (10) days of aerial gunnery for ten (10) hours per day. The training will take place 14 – 18 September 2020 and 21 – 25 September 2020 with a pause in training during the weekend between the two weeks (19 – 20 September 2020). Operators will need to coordinate with unit to have accomplished all preparations to operate targets prior to the first training day (14 September 2020). This may include coordination to arrive at the range up to 2 weeks prior to start date, with range and unit approval, in order to ensure targets are fully operational.
b. The contractor shall have adequate insurance coverage by the time of award, and continue to be insured for the full duration of contract performance.
c. Necessary miscellaneous supplies, material and equipment necessary to fulfill the contract.
5. Applicable Documents and References. The unit will provide the references below or academic discussions of the topics required upon request from the contractor:

6. Government Provided Items, Equipment and Materials. The Government will provide airfield and range access and facilities for mission planning and debrief as well as miscellaneous equipment as required.
7. General Information.
a. Safety. The contractor shall comply with and maintain appropriate safety instructions and qualifications.
No information contained in the Performance Work Statement (PWS), nor any government action, or failure to act in performance of the contract, shall relieve the contractor of their responsibility for the safety of the contractor’s personnel and property, Government personnel and property, and the general public.
Furthermore, the contractor is responsible for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
b. Mishaps. Safety and training related problems or mishaps involving government personnel observed by the contractor shall be addressed immediately with the Contracting Officer. The Contracting Officer reserves the right to restrict employment under the contract of any contractor employee or prospective contractor employee identified as a potential threat to health, safety, general wellbeing, or operational mission of the installation and its populace.
c. Contractor Availability. The contractor shall be available via phone 24 hours per day to ensure contract performance.
d. Employee Restrictions. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD Directive 5500.7, Standards of Conduct.

e. For Official Use Only (FOUO). The contractor shall comply with DoD 54007-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for their marking, handling, transmitting and safeguarding.
