V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
request Mobile Target Training services. A solicitation for this requirement was posted to the GPE on 18 June, 2020 as a small business set-aside under the NAICS 611699 with a small business size-standard of $12M. The apparent awarded on 23 July that they are not considered a small business under that NAICS. Other identified small businesses such include Compusult Systems , Patriot Targets, and MVP Robotics. These businesses expressed interest, however they both chose to not quote because they felt that they could not meet the requirements of the Performance Work Statement. Specifically, vendors stated their targets would not be able to withstand a heavy fire of 50 caliber rounds without failing. Another vendor stated that the scale was beyond their capabilities, and one more simply stated that their robotics would not meet the Government's requirements. Pratt-Miller Engineering has performed identical requirements previously, and was the only vendor to quote in the last solicitation period. Market Research conducted, and the results of the solicitation have shown that Pratt-Miller Engineering is uniquely qualified and is the only vendor that can meet the Government's requirement. Therefore, it was determined that in consideration of the organization's critical mission and minimum needs there is a reasonable basis to conclude that the unique supplies available from a limited number of source suppliers with unique capabilities is applicable under the authority and application of FAR 6.302-1.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research efforts were utilized to identify as many potential sources as practicable capable of meeting the requirement.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Proposed price will be determined fair and reasonable in accordance with applicable Federal Acquisition Regulation procedures.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research for this requirement included a review of previous acquisition history and accessing known source lists
March 2018 Page 3 of 3 that offer services of this nature. Results of a previous solicitation for this exact requirement were also considered.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

Pratt-Miller Engineering expressed interest in the requirement.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customers' needs in a timely manner. The unit is always looking for additional vendors via the Internet, previous acquisition history research, and known sources.
