About this file

This document is a comprehensive Project Manual for the Turbeville Branch Library construction project, prepared by Craig Gaulden Davis/PBK Architecture for Clarendon County Administration in South Carolina. The project involves constructing a one-story public library located at 1178 Smith Street in Turbeville, with a contract time of 365 calendar days from the date of commencement. Sealed bids will be received until 2:00 PM on October 2, 2025, at the Clarendon County Procurement Office. A non-mandatory pre-bid conference is scheduled for September 16, 2025, at 11:00 AM at the Turbeville Fire Station. General contractors licensed in South Carolina may obtain bid documents through the Clarendon County Procurement Department's website, and a bid guaranty of 5% of the base bid is required.

The project has a base bid with an optional alternate for roof materials, specifically allowing a deduct price for asphalt shingle roofing in lieu of standing seam metal roofing. The contract includes a $15,000 allowance for room signs and building-mounted letters. The project will utilize multiple engineering consultants, including Steward Engineering (Civil), Palmetto Structural Engineering (Structural), Stephens Engineering & Consulting (HVAC), and Burdette Engineering (Electrical). Bidders must comply with local codes, including the 2018 International Building Code, 2018 International Plumbing Code, and other applicable standards. The procurement process follows standard AIA document guidelines, with detailed requirements for submittals, substitutions, and contract modifications.
