About this file

This is Addendum #1 to Invitation to Bid (ITB) 2026-045 issued by the Florida Department of Education, Bureau of Contracts, Grants and Procurement Management Services, for lawn and landscaping services at the Daytona Campus (Blind Services). The addendum addresses vendor questions regarding the scope of services, which encompasses approximately 15 acres bounded by Dunn Avenue to the north, Willis Avenue to the south, White Street to the east, and Stadium Road to the west, including turf areas between the perimeter fence and roadway/sidewalk. Key clarifications include confirmation that mulch beds are out of scope, palm tree pruning is not a contractor responsibility, and weed control applications are not required in turf/grass areas, though weeds must be maintained in all other campus areas. The irrigation system is functional with 32 zones. No restrictions exist on service days or times except for holidays. A Florida spray license for weeds is not required.

The incumbent contractor for FY 2025-26 is Lawn Enforcement, which was awarded an annual purchase order amount of $69,300.00. Previously, services were procured under State of Florida Contract No. 70111706-20-DMS-ACS, though no prior bid tabs are available for reference. Vendors must sign and include this addendum with their bids for submission to be complete. Potential proposers have 72 hours from the posting of this addendum to protest the requirements; failure to file a protest within the prescribed timeframe constitutes a waiver of proceedings under Chapter 120, Florida Statutes.
