About this file

This document is a Revised Attachment C - Price Sheet Excel Workbook for the Louisiana Office of State Procurement's Supplemental Bulk Fuel Statewide Contract (T-Number 91693 RFx 3000024324). The contract solicits bids for bulk fuel procurement across seven state regions (A, B, C, D, G, I, and L), allowing for tank wagon deliveries (0-3,999 gallons) and transport truck deliveries (4,000+ gallons) of various fuel types including Regular, Midgrade, and Premium Unleaded Gasoline, Ethanol 10% (E-10) Unleaded Gasoline, On-Road Ultra-Low Sulfur Diesel, and Off-Road (Dyed) Ultra-Low Sulfur Diesel. The contract will operate from the award date through March 31, 2026, with potential extensions up to a total of 36 months, and allows for multiple awards across different regions and delivery methods.

Pricing will be determined based on weekly OPIS PADD 3 average rack prices, with bidders required to provide detailed markup and freight charges for different order sizes in each region. The pricing structure includes specific instructions for fuel markup, freight charges, allowable fees, and potential additional services like fuel additives and wet hosing. Vendors must provide comprehensive pricing information, including per-gallon markups limited to four decimal places, and freight charges for each parish within the regions. The contract includes a $0.01 per gallon administrative fee and allows for cooperative purchasing by political subdivisions, quasi-state agencies, and external procurement units, with potential advantages for Louisiana and United States product providers.
