PBS Engineering and Environmental Inc. (PBS) performed a Limited Asbestos and Lead Paint Survey of six structures, owned by the Oregon Department of Transportation (ODOT), at the Altamont Compound located at the above-referenced address. The survey was conducted in general accordance with Oregon Administrative Rule (OAR) 340-

248-0270 and the PBS proposal, dated May 22, 2017. Based on the information gathered during the site inspections and laboratory analysis results, this report contains the following information:

• A summary of asbestos-containing building materials (ACM) identified during the inspection, including a material description and the approximate location of each identified ACM;

• Bulk sample inventories listing the sample number, approximate location, material description, and laboratory results for each sample;

• Laboratory analysis reports and chain of custody documentation (Appendix A); and

• Inspector Certification (Appendix B)

SURVEY SCOPE

PBS endeavored to locate accessible building components suspected to contain asbestos within six ODOT structures

(as referenced below). The asbestos bulk sampling of representative suspect ACM was conducted in accessible locations; no demolition was performed to inspect areas concealed above ceilings, below floors, or within wall cavities.

If suspect ACM are discovered during future renovation or demolition activities that are not identified in this report, testing should be performed prior to impact.

PBS also collected select paint chip samples from representative accessible major interior and exterior painted building components. No attempt was made to determine the paint history of the components sampled.

This report is not intended as a bid document or a hazardous material abatement design document. The purpose of this report is risk hazard communication.

This Limited Asbestos and Lead Paint Survey included the inspection of accessible areas within the following six structures:

• Klamath Falls MS District Office (F4180502)

• Klamath Falls Maintenance Station Building (F4180511)

• Klamath Falls MS Maintenance (F4180504)

• Klamath Falls MS Storage (F4180501)

• Klamath Falls Sand Shed (F2406401)

• Klamath Falls Deicer Building (F4180521)

No inspections for concealed suspect ACM or lead-containing paint were conducted under/behind the exterior metal roofing and siding of each structure so as not to damage the exterior of the building envelope.

General Notes:

1Residual black mastic sampled from the North Men’s Restroom pipe chase tested positive for asbestos.

The asbestos-containing black mastic is concealed under negative-testing gray granular sheet flooring in the North Restrooms. Asbestos-containing black mastic may be located in additional concealed locations.

PBS recommends that all black mastic associated with floor coverings be treated as an asbestos-containing material.

2 Green 9” X 9” floor tile and the associated black mastic located in Office 9 tested positive for asbestos.

The asbestos-containing floor tile and black mastic are concealed under carpet and applied to a wood substrate. It should be noted that this material was identified to be concealed under carpet in the Server

Room. Based on these sample results, PBS recommends that the concealed 9” X 9” floor tile and black mastic located in the Server Room be treated as an asbestos-containing material.

3Grey duct felt wrap applied to an abandoned section of remnant ductwork tested positive for asbestos.

PBS identified the abandoned duct work in the north attic space. It is possible that additional sections of ductwork with asbestos-containing felt are located in concealed locations throughout the building. The asbestos-containing felt wrap is considered a fully regulated friable asbestos-containing material.

MATERIALS CONTAINING LESS THAN ONE PERCENT ASBESTOS

Result Material (Type) Location Approximate

Quantity

<1% Vermiculite Attic Insulation1 North Attic Space (concealed under blow-in insulation) 590 feet3

General Notes:

1One sample of loose vermiculite attic insulation sampled in the north attic space tested less than one percent asbestos using the EPA protocol EPA/600/R 04/004 for the identification of asbestiform minerals in vermiculite using a sedimentation-gravimetric preparation method. Under current regulations the EPA, DEQ, and OSHA classify a material as asbestos-containing if analytical results indicate the material contains greater than one percent asbestos. However, OSHA regulations (29 CFR, 1910.1001, 29 CFR,

1926.1101 and interpretations) require that materials containing low levels of asbestos be handled at all times by personnel with appropriate asbestos training and that an OSHA defined competent person select appropriate work procedures and engineering control strategies during all handling operations.

While no regulated asbestos was detected in the sample Libby Amphibole Asbestos (LAA) was detected.

LAA has been classified by the EPA as hazardous to human health. Proper engineering controls and/or personal protective equipment should be utilized when working around this material.

Oregon Department of Transportation REGULATORY ISSUES

1.12 June 2017 (Revised January 2020)

REGULATORY ISSUES

Asbestos Regulations

In 1995, Oregon OSHA adopted 29 Code of Federal Regulations (CFR) Part 1926.1101 governing asbestos under

OAR 437-003-1926.1101. The regulation has made significant changes in work procedures and how asbestos materials are managed. OSHA believes that the single biggest risk of asbestos exposure is to workers who unknowingly or improperly disturb ACM. Hazard communication, training, personal protection, work practices, exposure monitoring, and recordkeeping are all major components of the regulation.

DEQ’s OAR 340, Division 248 also covers asbestos abatement requirements, removal notifications, licensing, and certifications for contractors.

For more information regarding the removal of asbestos-containing materials, please refer to the following:

1. Oregon Occupational Safety and Health Administration, OAR 437-003-1926.1101

2. Department of Environmental Quality, OAR-340, Division 248

Lead Paint Regulations

The Consumer Product Safety Commission limit for lead in consumer paint products is 0.009 percent or 90 parts per million (ppm) or greater. The Department of Housing and Urban Development (HUD) and the EPA define lead-based paint as that which contains 0.5 percent or 5,000 ppm. Under OSHA, any lead concentration in paint that may become airborne during construction operations triggers requirements in the OSHA Lead in Construction

Standard 29 CFR 1926.62 to protect employees impacting the paint.

In 1993, Oregon OSHA adopted the federal OSHA Lead Standard for the Construction Industry Title 29 CFR 1926.62 under Oregon Administrative Rule 437 Division 3 1926.62. This standard outlines worker exposure limits, personal protection requirements, and employer responsibility for exposure assessment, training, housekeeping, and recordkeeping. OSHA’s lead standard applies to all work where employees may be exposed to lead in construction, alteration, or repair activities. This includes demolition or renovation of structures where lead-containing materials are present.

Disposal

According to Oregon DEQ’s Hazardous Waste/Toxics Reduction Policy Clarification, disposal of building demolition waste coated with lead-based paint generally will not require a hazardous waste determination (i.e., toxicity characteristic leaching procedures [TCLP] testing) if demolition debris is disposed of at a DEQ-permitted solid waste landfill that meets the current design standards for municipal solid waste disposal facilities of 40 CFR Part

258.

Refer to the DEQ hazardous waste reduction policy and follow all requirements under the Oregon DEQ, Management of Building Demolition Waste, 97-002A for proper disposal of lead-based painted demolition waste.

Client Project: 80782.000 Phase 0001 Location: N-A

Dear Ms. Edmeades , Enclosed please find test results for the 39 sample(s) submitted to our laboratory for analysis on 6/12/2017.

Examination of these samples was conducted for the presence of identifiable asbestos fibers using polarized light microscopy (PLM) with dispersion staining in accordance with both EPA 600/M4-82-020, Interim Method for the Determination of Asbestos in Bulk Insulation Samples and EPA 600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials.

For samples containing more than one separable layer of materials, the report will include findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The asbestos concentration in the sample is determined by calibrated visual estimation.

For those samples with asbestos concentrations between 1 and 10 percent based on visual estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40 CFR Part 61). Point counting is a statistically more accurate means of quantification for samples with low concentrations of asbestos.

The detection limit for the calibrated visual estimation is <1%, 400 point counts is 0.25% and 1000 point counts is 0.1%

Samples are archived for two weeks following analysis. Samples that are not retrieved by the client are discarded after two weeks.

Thank you for using our laboratory services. Please do not hesitate to call if there is anything further we can assist you with.

Sincerely, Enc.: Sample Results
