About this file
This document is a Statement of Work (SOW) for a Department of the Air Force project at Kadena Air Base in Okinawa, Japan to repair transformers and upgrade lighting at the Okuma installation. The project involves comprehensive electrical infrastructure replacement, including demolishing transformer houses TH-6 and TH-7, removing existing pole-mounted transformers contaminated with Polychlorinated Biphenyls (PCBs), and installing new US-type outdoor transformer units with concrete pad mounting, decorative wall enclosures, and secondary main distribution panels. The work also encompasses extensive lighting upgrades, including installing 17 new concrete poles with turtle-safe light fixtures along North Beach Coastline, North Beach Roadway, and North Beach Lodging areas, with special environmental considerations for wildlife preservation.
The project has a total performance period of 516 calendar days, divided into 258 days for design and 258 days for on-site construction, with the design currently at 0% completion as of July 20, 2023. The contractor will be responsible for comprehensive design and construction services, including field investigations, surveys, design verification, labor, materials, equipment, and all necessary work to provide a fully functional facility. The project must comply with multiple regulatory standards, including US federal, Department of Defense, Air Force, and 18 Wing criteria, as well as applicable Japan regulatory requirements. Environmental compliance is a critical component, with specific requirements for handling hazardous materials, conducting archaeological surveys, and implementing sustainable design principles.

A) The project scope consists of, but not limited to, providing all field instigations, surveys, design verification, plant, labor, materials, equipment, supplies, transportation, third-party services, supervision, and all other work necessary to design and execute construction work defined in this Statement of Work and attached documents. The work includes all necessary finishing work to provide the Government with a final product that is fully functional and leaves no areas of the facility that appear incomplete or unfinished.
1.3 PROJECT SUMMARY
Work will include, but not limited to, removal and replacement of the existing TH-6 and TH-7 electrical system and area lighting at Okuma. Demolish the old transformer house buildings #6 and #7. Replace the existing pole-mounted transformers inside of TH-6 and TH-7 with US type outdoor transformer units. New transformers will be concrete pad mounted with footings, mountings, and decorative wall enclosure.
Wiring will be rerouted as required to connect power to new transformers. Demolition and dispose of existing transformers, exterior enclosures, concrete and wooden poles, and lighting include all conduits, conductors, and controls. New transformers will be equipped with new secondary main distribution panels that will include lighting control panels in transformer enclosure. The new outdoor transformer units will sit on new concrete pads with additional handholes. All existing transformers are contaminated with Polychlorinated Biphenyls (PCBs) therefore abatement and disposal of toxic materials must comply with all Government of Japan and Federal rules and regulations. Provide all work and appurtenances for a complete and usable facility. Laydown areas to be determined. This project will comply with applicable DoD, Air Force and base design standards. Sustainable principles, to include life cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with UFC 1-200-02. Project design is 0% complete as of 20 Jul 2023.
