About this file
This is a Request for Proposal (RFP) specification document for a design-build project to establish a Radiation Oncology Program at the Southeast Louisiana Veterans Health Care System in New Orleans. The project involves designing and constructing a radiation oncology clinic that includes two linear accelerators, one CT simulator, expansion of existing structures up to 12,000 square feet, and renovation of existing clinical/administrative spaces up to 9,000 square feet.
The project has an anticipated cost range of $15-20 million with a 659-calendar day performance period after Notice to Proceed. Key submission requirements include a QA/QC plan within 14 days of NTP, site assessment completion by day 60, and design submissions at 35%, 65%, and 100% completion stages. The contractor must provide all labor, materials, tools, equipment and design-build services necessary for completion. The work will be phased to accommodate staff relocation and requires physical security assessments as the space will adjoin a surface parking lot. The contractor must use a web-based system for document management and submit detailed construction specifications, drawings, and regular progress documentation. VA staff will conduct reviews at each design stage, with review periods ranging from 21-37 calendar days depending on the submission phase.
