Scope of Work

Bodie Island Lighthouse Paint Watch Gallery Deck Project

1.0 INTRODUCTION

The National Park Service (NPS) Cape Hatteras National Seashore (CAHA) has a requirement to paint the exterior wall of the Watch Gallery including its decking and railings.

Site location: Bodie Island Lighthouse; 8210 Bodie Island Lighthouse Road, Nags Head, NC.

27959.

BACKGROUND AND EXISTING CONDITIONS

The Bodie Island Lighthouse is on the National Register of Historic Places and was erected in 1872. The Bodie Island Lighthouse (BILH) is operational and is used for nautical navigation.

The lighthouse has an interesting past as it was rebuilt two times after natural and man caused events, the lighthouse as it stands today represents the third structure. The lighthouse rises 162 feet from the water elevation, has ten (10) levels, and is constructed primarily of brick and cast-iron stairs, Watch Gallery decking and supports and Lantern room.

The Bodie Island Lighthouse (BILH) came under the management of the National Park Service on July 13, 2000 when it was transferred from the US Coast Guard (USCG).

The Lighthouse was painted in 2012, however the Watch Gallery paint has been touched up over the past eight years resulting in mismatched coloring and paint chipping. The railing is approximately 80 linear feet and 4 feet high along the outside edge of the Watch Gallery platform. The decking and level 9 exterior wall to be painted is approximately 688 SQFT.

The BILH has a spiral staircase with eight landings. The string of steps between each landing is either anchored to the lighthouse wall and / or suspended between each landing. Because of the age and design of the staircases, only one person can be on any one string of stairs at one time.

The interior of the lighthouse can vary in temperatures and humidity through-out the day and reach temperatures above 100 degrees. The Watch Gallery experiences sustained winds of 15 mph with multiple days above 20 MPH and higher speed gusts regularly.

The contractor is required to verify existing conditions, dimensions.

2.0 OBJECTIVES

The purpose of this project is to apply a protective paint system on the Watch Gallery section of the Bodie Island Lighthouse. (Level 9 * see Figure #2). The new paint system shall provide protection to all components of the Watch Gallery and meet the Historic aesthetics of this lighthouse.

3.0 SCOPE

This project will restore the protective coatings on all components on the Watch Gallery.

Components include but are not limited to the deck, railing, metal work (bands / doors/ door frame/ supports), and exterior wall to preserve and protect the integrity of this section of the structure. The new paint system to include primers, intermediate and topcoats shall be compatible and fully adhere with the existing paint system. Contractor shall adhere to the manufacturers recommendations when installing the new paint system. The contractor shall provide all technical support, materials, tools, equipment, and manpower required to complete the project. Contractor shall provide a 3-year guarantee against failures of all coatings. Failure of any coating during the guarantee period shall be repaired by the Contractor who shall absorb the cost.

4.0 TASKS

Painting – Watch Gallery - Elements of the project will include:

A. The Contractor shall produce a “properly painted surface”. A properly painted surface is defined as uniform in appearance, color, texture, hiding and sheen. The surface is free of lumps, skins, runs, sags holidays, misses or insufficient coverage.

B. The Contractor shall match the existing Black and White and colors of the Lighthouse and install a paint system compatible with the existing system. (existing system paint scheme is available on request).

C. Contractor shall provide and post appropriate signage in the work area, people at work, wet paint, obstacles as required by OSHA standards.

D. Contractor shall remove loose and scaling paint while preventing damage to the structure or its features. Do not damage the underlying brick, mortar, or metalwork.

Sand blasting will not be acceptable. Water blasting may only be at low pressure (1500 psi or less). Contact the CO and COR to allow inspection after surface preparation is complete and prior to new paint being applied.

1. On masonry and concrete surfaces, use muriatic acid to remove oil, grease, efflorescence and laitance.

2. On cast iron metal and non-galvanized surfaces, phosphoric acid-based rust converter substance shall be used to aid in arresting rust progression. Do not use acid on galvanized metal.

3. Prepare exposed metal surfaces and concrete surfaces as recommended by the paint manufactures recommendations to promote bonding of the outside layer of primer / paint.

4. Clean and prepare galvanized metal surfaces according to submitted procedures.

E. Apply a base coat of a zinc-based Primer (Direct-to-metal) (complying with SSPC- Paint 20 or SSPC-Paint 29).

F. Apply two coats of Exterior Gloss Black paint.

G. Contractor shall apply a masonry primer coat to all bare masonry surfaces.

H. Apply two coats of Exterior Flat Black paint on the exterior wall (level 9 only).

I. At the end of each workday, remove empty cans, rags, rubbish, and other discarded paint materials from the site.

J. Remove any paint splatter and/ or spills by cleaning and scraping while being careful not to damage adjacent finished surfaces as they occur if possible or at the end of each phase of painting.

K. At completion of the project, touch-up and restore damaged or defective painted surfaces that are within the work area or were affected during the project. The contractor shall comply with procedures specified in Painting and Decorating Contractors of America Manual, Part 1.

NOTES:

1. The NPS follows the International Building Code (IBC). This project must meet the

IBC, and federal, state, and local codes.

5.0 DELIVERABLES

1. Provide a Ghant Chart that shows a timeline - milestones of each step within the project and planned start and completion date.

2. Warranty information including signed warranty certificates must be provided for any material or equipment which has a warranty longer than one year.

6.0 TRAVEL

Contractor will be responsible for travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem per in accordance with federal travel regulations.

9.0 PROGRESS/COMPLIANCE

The government requires the following from the contractor in order to monitor progress and ensure compliance.

• Contractor shall provide a schedule in the form of a graph or chart which shows the proposed work schedule for the various aspects of the work. The schedule should include beginning and ending dates for each aspect or phase of the work, in order to track the progress of the contract work.

• The contractor shall provide onsite supervision of the contract work, including work that may be accomplished using subcontractors. The onsite supervisor shall be the contact and liaison with the National Park Service.

• A final inspection and testing of all systems installed shall be accomplished by representatives of the contractor and the National Park Service. This inspection will serve as final determination of the completion and workability of the contract work. Final payment will not be made without a final inspection resulting in final acceptance of the work by the National Park Service.
