Response to questions received via e-mail on 14 August 2020 referencing project Bodie Island Lighthouse- Paint Gallery Deck
Questions are copied and pasted from the e-mail. Answers are provided in Blue font and italicized below each question.
1. The SOW refers to preparation and coating of masonry surfaces. There IS masonry work on the interior of the watch room, but the SOW appears to cover only exterior refinishing of metalwork. Please clarify.
ANSWER: This project includes only the exterior portion of the lighthouse gallery deck.
2. The SOW specifies zinc rich primer meeting SSPC 20 or 29 for metal surfaces:
In order to comply with the SSPC requirements and the primer manufacturer's specifications, the surfaces to be primed must be cleaned to bare metal per SSPC 10 (see the attached SSPC 10 doc., and Simco's product data for SSPC 20 zinc rich primer).
Although the spot rusted areas of the gallery, etc., are quite limited in overall size and location, the oxidation is significantly advanced, and cannot be properly prepared to receive new coatings without abrasive blasting. However, the current SOW does not permit abrasive blasting. We suggest that the SOW be amended to permit abrasive spot blasting, specifically limited to these oxidized areas.
ANSWER: Although there are several ways to complete surface preparation and cleaning, the National Park Service has deemed abrasive blasting/sand blasting to be one of the ways we do NOT accept for this historic structure. Hand preparation or sanding with cloth, paper, solvents, brushes, etc., or hand held tools will be able to reach the surface preparation requirements.
3. In order to determine the appropriate intermediate and finish coatings required, we request that the coating specifications for the prior restoration project, as well as any touch-up coatings used on the gallery be provided.
ANSWER: The coating materials used during the recent (2011-2013) restoration project are attached.
