About this file

This document is a Justification for Restricting Competition Not Exceeding the Simplified Acquisition Threshold submitted by the U.S. Department of State, Bureau of Diplomatic Security, Directorate of Cyber and Technology Security, Technology Innovation & Engineering (DS/CTS/TIE).

The Department of State seeks to award a sole-source contract to Microsoft LLC (located at 1602 Village Market Blvd SE, Suite 320, Leesburg, VA 20175) for Claroty Fly Away Kit Pro licensing and instructor-led training at domestic and overseas facilities. The estimated contract value for a one-year performance period is not disclosed (redacted). The procurement includes two one-year Fly Away Kit Pro licenses supporting up to ten assessments each, plus one remote instructor-led training session for up to ten attendees. This will enable DS/CTS/TIE to conduct approximately twenty operational technology (OT) cybersecurity assessments and generate asset inventory data and network visibility for risk reduction across mission-supporting OT environments. The Claroty Fly Away Kit Pro software provides continuous threat detection, edge collection and inventory capabilities, enterprise management console functionality, and industrial protocol parsing libraries for standardized field survey operations. The Contracting Officer has determined that only one source is reasonably available based on brand-name justification, as Claroty owns all distribution and marketing rights to the Fly Away Pro product and maintains control of licensing and training content. A Market Research Request posted on NASA SEWP identified five vendors capable of providing the Claroty brand license, with no equivalent products suggested. The anticipated cost to the Government has been determined to be fair and reasonable by the Contracting Officer.

confirming they can provide the Claroty brand license; no equivalent products were suggested.

Therefore, no equivalent or substitute product was identified. The price offered on NASA SEWP was much higher than anticipated; therefore, the Contracting Officer decided to award this as an open market purchase IAW FAR 12.201-1(e)(1).
