About this file

This is a Justification for Restricting Competition under the Simplified Acquisition Threshold, documenting a sole-source procurement decision for preventative maintenance services on specialized 3D printer systems.

The U.S. Army Contracting Command, Office of Aberdeen Proving Ground, Natick Division intends to award a fixed-price purchase order to Stratasys, Inc. (5995 Opus Parkway, Minnetonka, MN 55343-9682) for comprehensive preventative maintenance coverage, corrective maintenance, replacement parts sourcing and installation, and remote and in-person technical support for four Stratasys 3D printer systems: the F900, F3300, J850, and H350 located at U.S. Army Natick Soldier Systems Center. The requirement supports research and development efforts by maximizing printer uptime, minimizing in-house maintenance time, and ensuring printed part quality. Funding comes from FY2026 Operations & Maintenance, Army (OMA) and Research, Development, Test & Evaluation (RDT&E) accounts. The period of performance runs from September 1, 2026 to November 21, 2027, with recertification lead time for the F900 and J850 systems required by September 24, 2026, and staggered maintenance coverage periods for each system through May 21, 2027 (extendable to November 21, 2027). Competition is restricted to Stratasys as the sole source because the proprietary nature and sophistication of these innovative systems require Original Equipment Manufacturer (OEM) maintenance; Stratasys tightly controls repair and replacement parts, manuals, and serial number-specific components and does not authorize or train third parties to perform maintenance or repairs. Market research confirmed no alternative vendors are capable of meeting this requirement.
