About this file
This document contains questions and answers related to Turner County Schools' RFP for security and surveillance systems at their Middle/High School construction project. The project involves installation of CCTV cameras, access control, intercom systems, and vape detection equipment, with system integration preferred but not required. The project is divided into two phases: Phase I (buildings 1100, 1200, 1300) with completion by April 2025, and Phase II (buildings 1400, 1500) with completion by June 2026. The scope includes data cabling installation with yellow cables, patch panels, camera installation, pointing/calibrating, testing, and training for 15 people for two hours.
Technical requirements include integration with the corporate network, 24/7/365 technical support for a minimum of 3 years, minimum 30-day storage retention (60-90 days preferred), and 15 FPS or higher recording capability. The vendor must provide patch panels, drops, termination, and labeling, with MDF/IDF buildout handled by the General Contractor. Electronic prints will be provided only for the Middle/High School, and vendors must determine camera placement based on their systems' capabilities. Additional requirements include elevator camera and badge access, an intercom system for the main exterior door, and cloud-based access to footage through a single pane of glass interface. An itemized breakdown of labor and materials is preferred in the quotes, and vendors must submit a design plan with their proposals.

Will the county provide electronic prints of all sites?
Electronic prints for the Middle/High School only will be provided upon request. Prints will not be provided for all campuses/locations as they are not within the scope of this project.
Are construction drawings available for the electrical/low voltage/data/CCTV plans? If so, can I get a digital copy?
Electronic prints for the Middle/High School only will be provided upon request. We are requesting more coverage than what was included in the original plans.
Do the construction drawings currently show proposed locations for CCTV devices (both indoor and outdoor)?
Yes, the construction drawings show proposed locations. We are requesting more coverage than what was included in the original plans.
Will the county provide the locations of where cameras are desired for each site?
No. Due to the differences between systems, we are leaving this up to the vendor as you best know your camera capabilities. We do want sufficient/maximum coverage.
Can you provide drawings that show access control doors/locations?
Electronic prints marking all doors for access control will be provided upon request.
Can you please confirm which doors would need an intercom system to call the front desk for communication and door release.
Yes, the main exterior door will be the only door in need of an intercom system.
Does construction currently include data cabling for all proposed cameras, or does that need to be included in the proposal?
Data cabling is not included in the construction proposal and will need to be included in your proposal. Cabling color should be yellow.
Does the district have a preferred cable color?
Yes, all cables for this project should be yellow.
In reference to the fiber connections mentioned between sites, is that being handled by Turner County or is that to be part of this bid?
Fiber will be handled as part of a separate project. Fiber is not part of this bid.
Is this bid requesting the complete network installation/setup and management of the CCTV camera system?
Yes, to include installation, pointing/calibrating, testing, recording best practices, as well as providing a brief overview of system operations. After installation, management of the system will reside with the local IT department.
Will the camera network to be installed integrate with your school's network or will it be an isolated/standalone camera network with only an internet connection provided?
The cameras will be integrated into the corporate network via ethernet connectivity.
What role will Turner County Schools IT play in this project and the system's support after installation?
Local IT will provide guidance and support to installers on site access, network connectivity and configuration, firewall rule requirements and general locations needing camera coverage.
Does Turner County Schools desire for the video surveillance, access control, intercom, vape detection to be integrated?
Yes, it is the desire of Turner County Schools that these be integrated, but not required.
To what degree are you requesting the 24/7/365 support service cover? Timeframe for coverage?
24/7/365 technical support, via phone or chat, is required for a minimum of 3 years.
For devices licenses, what term length is preferred by the district?
Three or five year term.
Would you like us to quote a 1, 3, 5 or 10 year Cloud based Subscription license as part of this?
Three or five year term.
Does Turner County Schools require cloud storage, as a redundancy measure? Or only on the camera?
Either is acceptable as long as the footage is accessible from a cloud-based single pane of glass interface.
What are Turner County Schools minimum storage retention requirements?
Minimum acceptable retention is 30 days with 60 to 90 days being preferable.
Does Turner County Schools want to record at a lower frame rate 24/7 and ramp up to standard rate upon motion? Or motion only?
This is an optional feature and will be evaluated as such based on the additional retention this allows for.
Would Turner County Schools like a camera installed in the elevator?
Yes, Turner County Schools would like for the elevator to have a camera and badge access.
Would you like all bidders to provide an itemized breakdown on our quotes for all labor & materials for this project?
An itemized breakdown is preferred.
Is there a timeframe that this awarded project must be completed by?
The estimated date of completion is April 30, 2025. This is subject to change as construction is still underway.
Should we quote training you on the systems as part of this quote? If yes how many hours of training should we quote & how many people would be trained?
Yes, please include training. Two hours for 15 people.
Will MDF/IDF be built out completely by General Contractor as part of their scope of work and will our quote only be for landing the cabling at the provided patch panels and devices? Do we need to account for punch-downs in MDF/IDF closets or would we be required to provide anything else in the MDF/IDF Network closets?
Yes, the MDF will be built out by the GC. You, as the vendor, will be responsible for providing patch panels, drops and drop termination and labeling.
What frames per second (FPS) would Turner County Schools like video to record?
15 FPS or higher is preferred.
Will this RFP be awarded before the ceiling grid is installed and we will have the ability to install our cabling to all of our devices (Cameras & Card Readers) with an open ceiling?
The plan is to have the RFP awarded before the ceiling grid is installed.
