About this file

This document is a Questions and Answers file addressing inquiries regarding a mobile telecommunications services contract opportunity for the U.S. Mission in Nepal.

The requirement is for the provision of mobile telecommunications services within Nepal, with the contractor expected to deliver services directly, including Physical SIM/eSIM provisioning, network access, and ongoing support. The current contractor is Ncell Axiata Limited under previous PO# 19NP4023P0948, valued at nearly NPR 4,89,000 per year, though quantities differ under the new solicitation. The opportunity is anticipated to be posted on Sam.gov around the first week of April 2026, with an expected award date toward the end of May 2026 and contract start date of August 17, 2026. A site visit is scheduled for the second week of April. Funds have been appropriated for this opportunity.

Regarding contractor eligibility and structure, offerors may propose teaming arrangements; however, the primary contractor must be a licensed mobile telecommunications service provider authorized by the Nepal Telecommunications Authority and capable of delivering services within Nepal. The contractor is not required to provide full-time on-site staffing at the U.S. Mission but must provide appropriate account management and customer support. The solicitation will include a comprehensive Statement of Work outlining the number of lines, required services (voice, data, SMS), coverage expectations, and other technical requirements, with pricing structured accordingly. Additional requirements include C-SCRM mandatory completion, VAT as a separate line-item if applicable on SF-1449, and service center documentation depicting distance from U.S. Embassy Nepal, Maharajgunj. Sister agencies mentioned in the Performance Work Statement will be included under the same Closed User Group despite separate contracts.
