About this file
This document is a Response to Offeror's Questions related to RFP #23-0901001-009 issued by the South Dakota Department of Health (DOH). The RFP is seeking a Workforce Director and Grants Program Specialist to support the United States Centers for Disease Control and Prevention office public health infrastructure funding. The Workforce Director position will engage staff, partners, and stakeholders to explore public health workforce pipeline incentives, collaborate with colleges and universities, and create/enhance training for new and existing staff. The Grants Program Specialist position is responsible for evaluation, performance measures, and other grant management support. Vendors must respond to both positions in an all-or-nothing proposal. The DOH will respond to vendor inquiries via email, and vendors may not rely on other statements to alter the RFP specifications.
Regarding pricing, the RFP does not specify any set-asides, incumbents, or funding requirements and sources. Vendors may propose the two positions as the equivalent of 2.0 FTE consisting of multiple staff, as long as the qualifications and justification are provided.
