About this file
This document is a Questions and Answers (Q&A) document for a Geographic Information Systems (GIS) Managed Services Request for Proposal (RFP) issued by the State of South Dakota. The RFP seeks a contractor to provide comprehensive GIS managed services for Next Generation 911 (NG911) systems, with a focus on data aggregation, maintenance, and compliance with NENA (National Emergency Number Association) standards. The contract is for a 5-year term, with proposals due by 5:00 PM CT on 8/15/2025. The current incumbent, GeoComm, has been supporting GIS data development, quality assurance, and synchronization with NG911 systems, and the state expects a transition within 60-90 days of contract award.
The state prefers a Firm Fixed Price contract model and expects the selected vendor to aggregate GIS data layers from local Public Safety Answering Points (PSAPs), county and municipal governments, and state agencies into a seamless statewide dataset. The contractor will be responsible for conducting gap analysis, identifying errors, and providing guidance for data remediation, with an expectation of zero critical errors and a minimum 98% data accuracy threshold. The proposal should include comprehensive management plans, and while PSAPs are expected to submit updates, the contractor will be responsible for correcting non-conformances if PSAPs do not act in a timely manner. Pricing should reflect both one-time cleanup and ongoing maintenance services, with all necessary software licensing costs included in the proposal.
