About this file

This document is a Response to Offeror Questions related to an RFP issued by the South Dakota Department of Social Services (DSS) for a certified Quality Control Inspector (QCI) to conduct Weatherization Technical Monitoring. The QCI will inspect at least 10% of weatherized homes reported as complete by four Community Action Agencies in the state. Inspections will need to be done quarterly due to an increase in the number of homes to be monitored. The local agencies will assist in coordinating and scheduling the home inspections, while DSS will select the homes to be inspected.

The RFP specifies that the QCI will work under the direction of DSS staff and that the certified QCI will complete the inspections on behalf of DSS. Offerors may submit inquiries to obtain clarification, with all inquiries and the state's responses posted online. No pricing terms, set asides, incumbents, or funding details are provided in this document.

Q2: Will the inspections take place throughout the year – for example quarterly – or all at once at the end of the program year?

A3: Yes.

Q4: Who selects the houses to inspect? DSS?

A4: DSS will select the homes and then the agencies will assist in scheduling.
