About this file
This is a Response to Offeror Questions document for RFP #SDSU08202026 regarding custodial services at the SDSU Metro Center in Sioux Falls, South Dakota. The document addresses inquiries from multiple vendors regarding staffing requirements, facility maintenance responsibilities, and contractor qualifications for a custodial services contract. South Dakota State University's Purchasing Office issued this RFP for daily, weekly, monthly, and annual custodial services across approximately 44,000 gross square feet, with proposals due September 18, 2026, at 10:00 a.m. Central Time. The initial contract term is one year from the effective date of award, with options to renew for four additional one-year periods upon mutual agreement. The anticipated award and contract negotiation date is October 9, 2026. Site visits are available and encouraged; inquiries are due before the specified date in the Schedule of Activities and should be emailed to Karen Bravek at Karen.Bravek@sdstate.edu with the subject line "RFP #08202026 QUESTIONS."
Key clarifications provided in the Q&A document include staffing flexibility, facility maintenance responsibilities, and background check requirements. SDSU confirmed that while the RFP identifies one custodial employee on-site from 9:00 a.m. to 6:00 p.m. and one from 5:00 p.m. to 10:00 p.m., alternative staffing allocations are acceptable provided at least five hours of custodial coverage occur during daytime hours when students are present and all APPA cleanliness standards are met. Snow removal and ice treatment are included in the contractor's scope of work but limited to light snow removal to keep entrances clear, as SDSU Facilities Management is not on-site. The custodial contractor is responsible for changing light bulbs, while the front desk Program Assistant 1 position handles fire extinguisher tags and Culligan manages water softeners. Additionally, SDSU indicated that newly established companies may substitute owners' prior professional custodial experience for the required three previous or current contracts, and contractors need not submit criminal background check results or certifications—only confirmation that checks were completed, including felony and misdemeanor history, National Sex Offender Registry checks, and SSN tracing.

Vendor Questions & Answers for RFP# SDSU08202026 – SDSU Metro Center Custodial Services September 10, 2026
Vendor A:
1. Staffing Schedule / Performance-Based Requirements The RFP identifies one custodial employee on-site Monday through Friday from 9:00 a.m. to 6:00 p.m. and one employee from 5:00 p.m. to 10:00 p.m. Are these specific shift times and staffing levels mandatory minimum on-site requirements, or may an offeror propose a different allocation of staffing between daytime and evening hours provided that all required service levels, frequencies, and APPA cleanliness standards are consistently achieved?
A: 9am to 6pm would be ideal, but we would consider alternatives as long as there’s at least five hours of custodial coverage during the day when students are in the building.
1. Snow Removal and Ice Treatment The Custodial Baseline Service Guide lists snow removal and ice treatment around building entrances as a daily custodial responsibility. Please confirm whether snow removal and ice treatment are included in the successful contractor's scope of work or will remain the responsibility of SDSU/Facilities Management.
A: SDSU Facilities Management is not on site. That is why this was included. We have a contractor for snow removal. This would be just light snow removal to keep entrances clear.
1. Facility Maintenance-Related Responsibilities The Custodial Baseline Service Guide references filling water softeners, changing burned-out light bulbs, checking/signing fire extinguisher tags, and locking/unlocking the building. Please clarify which of these responsibilities, if any, the custodial contractor is expected to perform, and which will remain SDSU/Facilities Management's responsibility.
A: The front desk Program Assistant 1 position checks/signs fire extinguisher tags. Culligan fills the water softeners salt. Changing lightbulbs (we believe all LED) would be needed from custodial services. The building has card access. But at this time, commercial cleaners have physical master keys to enter the building and spaces if needed.
Vendor B:
1. We are a new company established in 2026. The RFP requests information on at least three previous or current contracts. How should a newly established company complete this section, and may we include the owners’ prior professional custodial experience as supporting experience?
A: Yes, we would consider the owners’ prior professional custodial experience.
1. Regarding the required criminal background checks, is there a specific type or level of background screening SDSU requires?
A: For SDSU facility workers, the basic check includes criminal history check - felony & misdemeanor- for current and prior addresses (7 years) provided by the applicant, National Sex Offender Registry, Widescreen National Criminal Search, and SSN trace.
Also, does SDSU require the contractor to submit the results or certification/proof that the checks were completed?
A: No
