About this file

This Response to Offeror Questions document from the South Dakota Department of Health addresses inquiries about their Request for Information (RFI) for a Newborn Screening Surveillance System. The anticipated contract will have an initial term of five years with possible renewals based on performance and program needs. Implementation is targeted for 2025, with the Department planning to release a formal RFP in Q1 2025, followed by vendor selection in Q2 2025, and system implementation beginning in Q3-Q4 2025.

The preliminary budget for this initiative is $200,000, with the Department open to proposals that outline achievable outcomes within this budget range and optional pricing tiers for enhanced functionality. This represents a new initiative for the Department with no incumbent vendor currently providing these services. The Newborn Screening Program is not mandated to have a surveillance system, but the Department is pursuing this solution to improve program operations and outcomes for the approximately 12,000 newborns screened annually in South Dakota.

Responses to the RFI – Newborn Screening Surveillance System

1. Can you please advise on the potential contract length for this newborn screening opportunity?

The anticipated contract for this newborn screening opportunity is expected to have an initial duration of five (5) years, with the possibility of renewal contingent on performance and program needs.

2. Is there any budget information that can be shared?

Our preliminary budget for this initiative is approximately $200,000. We welcome proposals that outline what can be achieved within this budget, as well as optional pricing tiers or additional features that could enhance the program with increased funding levels. This information will help us evaluate cost-effective options while considering program scalability and functionality.

3. Would South Dakota be looking to implement this opportunity in 2025?

South Dakota aims to implement this opportunity in 2025.

4. Is this a new requirement for the department or is there an incumbent vendor currently providing these services?

While the NBS program is not mandated to have a surveillance system, we are proactively pursuing this initiative to enhance program operations and outcomes. This represents a new direction for our Department, and we currently do not have a vendor providing such a system. At this stage, we are conducting market research to better understand the available solutions and their potential benefits.

5. If the department does decide to issue a formal solicitation for these services, what would the anticipated procurement timeline look like?

Should the Department proceed with a formal solicitation, we anticipate releasing a Request for Proposals (RFP) in the first quarter of 2025. Vendor selection and contract award would follow in the second quarter, with the goal of initiating system implementation in the third and fourth quarters of 2025.
