About this file

This document is a Request for Information (RFI) issued by the South Dakota Board of Regents (SDBOR) to understand the types of Managed Detection and Response (MDR) or related solutions available in the current market and perform an initial evaluation of the functionality, viability, and approximate costs associated with the products and services. The SDBOR is soliciting information to serve the needs of the six public universities, two special schools, and the SDBOR office in monitoring and responding to network security events. The RFI provides details on the current environment, including the number of workstations, servers, students, faculty/administrators, and SaaS email users across the system. It also outlines the current security tools and solutions in use, such as Microsoft Defender for Endpoint, Azure Active Directory, and Cisco network infrastructure. The SDBOR is requesting all questions be submitted by June 14, 2024, and responses to the questions will be distributed to all interested parties. No set timeline or budget has been defined for the implementation of the MDR solution.

The RFI does not specify any pricing terms or set-asides, and there is no incumbent provider identified. The SDBOR is currently using Microsoft Sentinel as the primary SIEM and is interested in reviewing the capabilities of potential MDR providers to determine if they can provide SOAR solutions. The SDBOR is also adhering to compliance requirements such as HIPAA, FERPA, and GLBA, and is handling Controlled Unclassified Information (CUI). The SDBOR has performed self-assessments and a third-party assessment of their cybersecurity posture, and is not required to adhere to CMMC2 requirements by October.
