Q.1.

Please provide copies of recently completed Precursor Reports as examples to help us to understand the current state of the program. Specifically, please provide reports on :

A condition assessment

An initiating event assessment

An ASP analysis of large early release fraction (LERF)

An ASP analysis of specified plant conditions and issues as outlined in Task 8 of the Statement of Work

Response:

The following samples of NRC staff and contractor work are representative of the type of work that will be requested under Solicitation Number RES-07-047:

An Accident Sequence Precursor condition assessment: “Final Precursor Analysis - Nine Mile Point 1,” ADAMS ML051190518

An Accident Sequence Precursor initiating event assessment: “Final Precursor Analysis - River Bend Station, LER-458/04-005-01, Automatic Reactor Trip Due to Loss of Non-Vital 120V Instrument Bus,” ADAMS ML062710038

An analysis of specified plant conditions and issues as outlined in Task 8 of the Statement of Work: Results of Initial Screening of Generic Issue 198, "Hydrogen Combustion in PWR Piping," ADAMS ML070580447 Samples/copies cannot be provided of the following work that may be done under Solicitation Number RES-07-047:

An ASP analysis of large early release fraction (LERF): The NRC is not currently doing LERF analyses in the ASP program. In the future, we anticipate that we may be analyzing operating events in the manner described in “An Approach for Estimating the Frequencies of Various Containment Failure Modes and Bypass Events”, NUREG/CR-6595, (http://www.nrc.gov/reading-rm/doc-collections/nuregs/contract/cr6595). We are currently working on incorporating this approach into our Standardized Plant Analysis Risk (SPAR) models.

Q.2.

Please provide a copy of the ASP Technical Manual referenced on page 20 of Attachment 1 of the RFP.

RESPONSE:

The ASP Technical Manual referenced on page 20 of Attachment 1 of the RFP: Under the Risk Assessment Standardization Process (RASP), NRC is developing a handbook of risk assessment tools that can be used in ASP analyses as well as probabilistic analyses performed as part of the Reactor Oversite Process (ROP). This draft document is undergoing internal review and trial application. SECY-06-0208 describes the RASP process in more detail. (http://www.nrc.gov/reading-rm/doc-collections/commission/secys/2006/secy2006-0208/2006-0208scy.html). The document will be provided to the selected contactor.
