1. Question: What is the scope of work for the shoreline surveys, namely what place of performance? Any supporting documentation, RFP, standards and requirements, etc.

would be helpful.

Answer: Please refer to section five of the Request for Standard Form (SF) 330s for information regarding information on place of performance. Furthermore, supporting documents were provided with this posting as found in Attachments A, B, and C.

2. Question: In the solicitation submission requirements for the reference project, can you further clarify that the request for, “Single line spacing and no less than 1-inch margins” applies to the header, footer and both left and right sides of all SF330 forms.

Answer: Single line spacing and no less than 1-inch margins applies to the header, footer, and both margins of the non-template pages, resumes, etc. that the firms are to provide with their submissions. It is understood that the SF330 form may not be conducive to formatting.

3. Question: In support of the referenced solicitation, we understand a PPQ shall only be submitted if a CPARS evaluation has not completed. Is an interim CPARS evaluation that has been posted to the Contractor Performance Assessment Reporting System (CPARS) acceptable?

Answer: Interim CPARS are allowed as long as the past performance reference is at least at 80% completion.

4. Question: Are Part IIs, CPARS, and PPQs counted towards the 90-page limit?

Answer: Part II of the SF330 does count towards the 90-page limit. CPARS and PPQs do not count towards this 90-page limit.

5. Question: Can one person fill multiple key positions?

Answer: Yes.

6. Question: Will the GRAV-D services also include Marine (not just aerial)?

7. Question: Will NOAA accept and evaluate resumes submitted for non-key personnel?

Answer: Only resumes for Key Personnel positions will be evaluated.

8. Question: “A PPQ shall not be submitted for IDIQ contracts; only one project shall be included for each PPQ. Therefore, a separate PPQ must be completed for each project.”

Can you confirm that this requirement applies only to the use of PPQs? Many of our CPARS contain multiple task orders in a single CPAR; however, all comments made by the federal agency are clearly marked and assigned to a specific task.

Answer: This requirement applies to both PPQs and CPARS. One contract or order, inclusive of all options, is one project. CPARS/PPQs referenced in a submission shall be for only one project. Past performance submitted for an IDIQ will not be evaluated, only individual contracts or orders for single projects.

9. Question: Can you confirm that it is okay for a contractor to submit a CPAR that references multiple projects/task orders?

Answer: Please see the answer to question eight.

10. Question: While projects are to be completed or substantially completed (defined as 80% of the project invoiced) and within the past five years in order to be used to demonstrate specialized experience in SF330, Section F, will the government allow projects to be shown on key staff resumes that are current and may not yet be invoiced to 80% provided the relevant portion of the project (e.g., aerial data acquisition, survey, etc.) is complete/substantially complete?

11. Question: In section 3.12 of the SOW (Req+SF330s+Att+A.pdf), under “Other Geospatial Products and Services” (page 9), 'satellite imagery' is listed as another service that may be included under the IDIQ. It is also listed as a key service in the RFP. Can you elaborate and clarify what exactly will be expected for 'satellite imagery'? Does this mean procurement of satellite imagery and/or processing satellite imagery for derived products?

Answer: Other Geospatial Products and Services is intended to cover a broad requirement of geospatial services that include active and passive remote sensing data from various platforms. It can include the requirement of delivering and/or the purchase of data as well as analysis and derivative products. For example, the purchasing of commercial SAR (Synthetic Aperture RADAR) from satellites and performing InSAR (Interferometric Synthetic Aperture Radar) processing to detect 2-D and 3-D land motion.

Attachment A has been updated to include this information and has been highlighted for ease of reference.

12. Question: In reference to #11 above, which sources of satellite imagery are expected to be required under the subject contract?

Answer: See answer for question 11.

13. Question: In section 3.12 of the SOW (Req+SF330s+Att+A.pdf), under “Other Geospatial Products and Services” (page 9), 'SAR acquisition and processing' is listed as another service that may be included under the IDIQ. It is also listed as a key service in the RFP. Does this include SAR data collected by manned aircraft (airborne), or satellite, or both/either platforms?

Answer: Yes, see answer for question 11.

14. Question: In Section 3.11 of the SOW (Req+SF330s+Att+A.pdf), under “FCORS” (page 9), 'design, testing and installation of SAR corner reflectors and customized monument' is mentioned among the FCORS services. Is the use of SAR reflectors related or designed to support the SAR acquisition and processing service above?

Answer: Correct, collocated SAR reflectors would be used to estimate relative land motion in and around the FCORS as well as to build interframe velocity models in highly dynamic areas. Attachment A has been updated to include this information and has been highlighted for ease of reference.

15. Question: In section 3.12 of the SOW (Req+SF330s+Att+A.pdf), under “Other Geospatial Products and Services” (page 9), 'aircraft services' is listed as another service that may be included under the IDIQ. It is also listed as a key service in the RFP.

However, there is no definition of this in the SOW or the RFP. What is meant by 'Aircraft Services'?

Answer: To provide aircraft to meet the requirements of the contract or task order to collect remote sensing data. Examples have been aircraft and rotorcraft to collect airborne gravity, photogrammetry, lidar, hyperspectral, and other active and passive sensor data.

Aircraft with multiple ports have been required. Attachment A has been updated to include this information and has been highlighted for ease of reference.

16. Question: Is it permissible to include a foreign company as a subcontractor on our team?

Answer: A foreign company as a subcontractor is permissible as long as the subcontractor(s) information systems they will employ for this work and for the transmission of products to NOAA systems meet the National Institute of Standards and Technology cyber security baseline applicable to the NOAA systems receiving the products or the baseline's commercial equivalent. Additionally, all applicable Federal Acquisition Regulation and Commerce Acquisition Regulation regarding security and subcontractor performance regulations shall be adhered to throughout the life of the IDIQ contract and any subsequent Task Orders.

17. Question: Is it permissible to utilize corporate/company labor resources located in company offices in foreign countries?

Answer: Please see the answer to question 16.

18. Question: Is the ADS100 sensor expected to be used for the aerial imagery portions of shoreline mapping task orders or will other large format camera systems be acceptable?

Answer: Yes, NGS has utilized the ADS100 as well as other framing sensors. Any large format camera that are ruggedized and metric mapping that meet the accuracy, calibration, and radiometry requirements are acceptable.

19. Question: Is there an email file size limit for the submission? If so, please provide the maximum email file size limit.

Answer: 25 MBs is the maximum size that one email can be accepted through the NOAA network. If offerors need to provide multiple email submissions, their correspondence in the body of the email submissions shall clarify that there are forthcoming multiple email submissions. If the offeror utilizes multiple email submissions due to size constraints, then all email submissions shall be received by the submission deadline.

20. Question: RFP, page 2, Selection Criteria, 1. Professional Qualifications: Does Attachment B. Labor Categories count towards the 90-page limit?

Answer: Attachment B does not count toward the 90-page limit as it is an attachment to the Request for SF330s, not a form to be submitted by offerors in response to this Request for SF330s.

21. Question: RFP, page 2, Selection Criteria, 1. Professional Qualifications: Should Attachment B. Labor Categories be included in Section H. Additional Information, 1.

Professional Qualifications? If not, should the form be included as an attachment or in an Appendix?

Answer: Attachment B is not a form to be submitted by offerors in response to this Request for SF330s. Please refer to the first two bullets under selection criteria one of the Request for SF330s for submission instructions.

22. Question: RFP, pages 3 and 4, 4. Past Performance: Are CPARS reports for Section F.

Projects required to be included in our submittal? If so, since CPARS reports are not part of the SF 330 form, do they count towards the 90-page limit?

Answer: CPARS are not required to be submitted, but shall be listed if available in Section F of the SF330. If a CPARS report is not available, then a PPQ shall be submitted for the past performance reference. Please refer to question four for the second part of this question.

23. Question: RFP, page 4, 4. Past Performance: If CPARS reports are required to be submitted, should they be included after each Section F. Project or in an Appendix?

Answer: Please refer to the answer for question 22.

24. Question: RFP, page 5, bullet 5: Does the 1-inch margin requirement apply to the entire SF 330 or only Section H?

Answer: Please refer to the answer for question two.

25. Question: RFP, page 5, bullet 5: The RFP states no smaller than 12-point font for non SF 330 pages (Section H). Since Section H. Additional Information is part of the SF 330, may font smaller than 12-point be used? Does the 12-point font size apply to graphics, tables, photo captions, and callouts?

Answer: The 12- point font size applies to graphics, tables, photo captions, and callouts.

26. Question: RFP, page 5, bullet 3: Since front and back covers are not part of the SF 330 form, will they count towards the 90-page limit?

27. Question: Req SF330s Att A: Attachment A. 4.7. Key Personnel (Task Orders): Aerial Photographer, Compilation Technician, and Photogrammetrist Technician are included.

However, the positions are not shown as Key in Attachment B. Labor Categories or Selection Criteria, 1. Professional Qualifications, bullet 2. Should these positions be listed as Key?

Answer: Aerial Photographer, Compilation Technician, and Photogrammetrist Technician are not Key Personnel. Attachment A has been updated to include this information and has been highlighted for ease of reference.

28. Question: The GSA's instructions for completing Item 9 on the SF 330 Part II includes a standard list of disciplines to use by Function Code. For this response, would NOAA allow vendors to keep the SF 330 Part II as is and include the requested list of total employees by labor category in the SF 330 Part I Section D. Organization Chart?

Answer: Part II “9. Employees by Discipline” should follow the instructions on page 4 and the List of Disciplines on page 5 of the instructions in the SF330 itself for the Code and Description.

29. Question: Req SF330s Att B: Can an individual be assigned to multiple labor categories?

In particular, can an individual be assigned to more than one Key Personnel category?

Answer: An individual can be assigned to multiple labor categories. Please see the answer to question five for the answer to the second question.

30. Question: If a vendor is submitting a past performance project in Section F that is being performed under the current NOAA Shoreline Mapping contract but has not received a CPARS report, should a PPQ be submitted for that project?

Answer: Please refer to Section Four Past Performance of the Request for SF330 for the answer to this question.
