About this file
This document is a Requirements Checklist for a Survey Platform procurement by the Defense Commissary Agency (DeCA). The agency seeks a comprehensive survey platform for customer and employee-facing surveys, currently using Verint/ForeSee since 2019 with an annual cost of $173,117.00. The requirement supports DoD Instruction 1330.17 and HR reporting mandates, with a planned contract start date of January 17, 2026.
The procurement includes a base period and four optional one-year extensions, running from January 17, 2026, to January 16, 2031. The agency requires zero downtime during transition, emphasizing continuous data collection for congressional and departmental reporting. The opportunity is structured as a Request for Information (RFI) soliciting vendor capabilities for a customer experience and employee engagement survey platform, with responses to be submitted via email to Christina Ellison. The platform must support existing survey methodologies, including the American Customer Satisfaction Index (ACSI) and receipt surveys.
