REQUIREMENTS STATEMENT

NAVAL AVIATION WARFIGHTING DEVELOPMENT CENTER (NAWDC)

JOINT CLOSE AIR SUPPORT (JCAS)

UTILITY TASK VEHICLES & TRAILERS

Background:

Naval Aviation Warfighting Development Center (NAWDC) Joint Close Air Support (JCAS) has an operational requirement to access remote location in order to facilitate air to ground training in the Fallon Range Training Complex. The locations currently in use are barely accessible with the full size trucks in the JCAS inventory and additional sites need to be developed, for both current and future operations, that the current JCAS vehicles will not be able to safely access.

Freight/Delivery

The requirement requires the minimum salient characteristics:

o 1000cc class engine.

Need the power for hauling multiple personnel and heavy equipment.

o In cab heating, cooling, and window defrost.

Inclement weather. Below freezing, snow storms and summer temperatures over 100 degree’s. These vehicles will also fill a safety roll potentially transporting injured personnel off the mountain.

o Bench style seating with adjustable positioning and angled seatbacks with tilt steering.

Some members of JCAS are 200 pound plus operators that will be outfitted with body armor and other equipment, need to be able to adjust the interior to accommodate. Additionally, there will be modifications – radio’s installed in the cab that will take up room.

o In-cab storage and charging port.

Need to store equipment close at hand and out of the weather and the mission sets will always involve devices that require charging.

o LED headlights.

The training ranges are some of the darkest places in the county, zero cultural lighting, and navigating dangerous trails and night require the best head lights.

o Throttle control with multiple drive modes.

Negotiating off road obstacles on mountainous dangerous trails requires multiple driving modes for safety.

o HD winch with synthetic rope.

Need for recovery operations.

o 14 inches of ground clearance.

Negotiating off road obstacles on mountainous dangerous trails requires generous ground clearance for effectiveness and safety.

o 600 pound payload with tiedowns.

The bed of these vehicles will be heavily loaded with communications equipment, spare tires, recovery gear, emergency equipment, weapons… o Powerful engine – 80 HP minimum.

See above and 4 to 6 personnel.

o Rigid one-piece chassis.

For stability on the trails and increased load capability.

o Sturdy bumpers.

Vehicle protection on the trails.

o Full under body skid-plate.

See above.

o 8 ply off road tires.

The terrain in the mountains has many razor-sharp rocks and in the range area’s bomb fragments, often encountered, will shred lesser tires.

o Sealed suspension bushings.

For durability, longevity, reduced maintenance, increased reliability.

o Disc brakes.

These vehicles will be heavily loaded driving on steep mountain roads, the increased stopping power is a necessity.

o 11-gallon minimum fuel capacity.

Long transits and long operational timelines require a large fuel capacity.

o Additional aftermarket accessories available only on Polaris.

Improved charging systems required for communications and computer equipment:

multiple radio’s, amplifiers, laptops.

Superior rack storage systems.

Tire and fuel storage options.

o Power steering.

To handle the weight in rugged terrain driving conditions.

o 6 person seating capacity.

For flexibility.

o On demand AWD/2WD.

Absolutely a requirement for successful operations in the terrain that will be negotiated.

o Battery trickle charging.

When the vehicles are not in use the electrical system will remain charged and ready in an instant in case of an emergency requirement – real world search and rescue.

o 1200 pound total capacity.

To maintain stability while driving on adverse terrain with the weight of body armored personnel in the cab, the equipment in the bed, and the gear on the racks (recovery, fuel, tires, rescue litters…) in adverse terrain.

o 2500 pound towing capacity.

For recovery of another ATV and future purchase of trailers.
