About this file

This document is a technical specification for survey and legal description requirements for easement submissions in Florida.

All surveys and legal descriptions must be prepared by a Registered Florida Surveyor and include a raised seal and signature. Submissions must use either Metes & Bounds or Centerline legal description formats exclusively. Metes & Bounds applies to all property, road, land, and non-linear descriptions with matching points of beginning and terminus; Centerline applies only to electrical, gas, water, and communication lines with no branching and separate parts required. The point of commencement must begin at a Township, Range, Section monument located outside the easement area, with both Northing and Easting coordinates provided. Points of beginning and terminus also require Northing and Easting coordinates. Submissions must identify all townships, ranges, and sections crossed, include acreage per part and total acres, and provide a detailed drawing showing all calls and numbers from the legal description. A traverse description is mandatory using either Quadrant bearing (QB) or Degrees/Minutes/Seconds (DMS) format.

The document specifies traverse file formatting requirements with direction type and direction units as required header elements, start point (SP) and optional end point (EP) coordinates, and course descriptions using Direction-Distance (DD), Angle-Distance (AD), Tangent Curve (TC), or Nontangent Curve (NC) notation. All legal descriptions and surveys must be based on new field work rather than previous survey descriptions, and discrepancies between legal descriptions and surveys will cause approval delays and require resubmission for corrections. A separate copy of only the legal description on 8½ by 11-inch paper is required.

Requirements for Legal Description & Surveys

• Survey and Legal Description by a Registered Florida Surveyor.

• Survey must be Signed and include a Raised Seal.

• Metes & Bounds or Centerline Legal Description Only.

o Metes & Bounds.

All Property, Road, Land, & Non-Linear descriptions.

Point of beginning and point of terminus must be the same.

o Centerline.

Only for Electrical, Gas, Water, and Communication Lines.

No Branching. Must be separate Parts.

• No point A, B, C… Include the distance from each side of the centerline.

• Point of Commencement.

o Begin at a Township, Range, Section monument.

o Provide the Northing and Easting.

o Must be located outside the easement area

• Point of Beginning.

o Provide the Northing and Easting.

• Point of Terminus.

o Provide the Northing and Easting.

• Describe the Townships, Ranges, and Sections the easement crosses.

• Acres Per Part.

• Total acres of the survey.

o Required for both Metes & Bounds and Centerline.

• Detailed drawing showing all Calls and Numbers from the Legal Description.

• Traverse description must also be included.

o DT: QB o DU: DMS

• Verify that the legal description and the survey match, discrepancies may and will cause delays in the approval process as it will be returned for corrections.

• Surveys and legal description must be based on new field work and not on legal descriptions provided from a previous survey.

• Provide a copy of only the legal description in a separate sheet (8 ½ X 11).

• Written Like:

Commencement: Commencing at the Southwest Corner of Section 33, township 1 North, range 22 West, Okaloosa County, Florida.

Straight: Thence Run North 57 degrees 23 Minutes 37 Seconds East a distance of 3,516.06 feet.

Curve: Thence go along a curve to the right having a radius of 2,739.19 feet, an arc distance of 4,266.07 feet (delta = 89 degrees 14 minutes 01 seconds, chord = 38.47.80 feet, chord bearing = North 49 degrees 02 minutes 58 seconds East) to a point of tangency.

The following is an example of a traverse file:

DT QB

DU DMS

SP 546110.436 1364920.670

DD S89-50-0E 149.7’

DD N7-44-0W 2305.6’

DD S88-38-0W 235.8’

DD S82-11-0W 491.5’

DD N54-450W 498’

EP 556110.356 1464820.670

The traverse file consists of several header lines describing the direction type and units as well as the start and end coordinates. The subsequent lines describe each course in the traverse.

Any direction in a course must be in the appropriate direction type and direction units. There must not be spaces in the direction. Angles must be in the appropriate direction units format. All distances are specified as numbers and will be assumed to be in the distance units of the coordinate system into which the traverse is loaded.

Part Meaning

DT Direction type (required). The direction type is used to specify directions in the Direction Distance and Curve courses. The valid choices are:

• QB—Quadrant bearing

• NA—North azimuth

• SA—South azimuth

• P—Polar

DU Direction units (required). The direction units are used to specify directions and angles in the Direction Distance, Tangent Curve, and Curve courses.

The valid choices are:

• DD—Decimal degrees

• DMS—Degrees/Minutes/Seconds

• R—Radians

• G—Gradians or Gons

SP Start point (required). The start coordinates for the traverse, specified as x,y. For example:

SP 454868.9 298986.09

EP End point (optional). The end coordinates for the traverse, specified as x,y.

For example:

EP 454868.9 298986.09

DD Direction–Distance course. A straight course specified by a direction and a distance. For example:

DD N90-0-0E 105

AD Angle–Distance course. A straight course specified by an angle relative to the previous course and a distance. For example:

AD 45-0-0 100

This must not be the first course in the traverse.

TC Tangent curve course. A curved course that is tangent to the previous course. After the TC, the next two pairs of tokens specify how to construct the curve. Use any of the following choices followed by the value:

• D—Central angle of the curve

• A—Distance along the arc of the curve

• C—Distance across the chord

• R—Radius of the curve

The final token describes which way the curve turns, to the left or the right:

• L—Left

• R—Right

In the following example, a tangent curve with a chord length of 45 units and central angle of 100 degrees curving to the left is defined:

TC C 45 D 100-0-0 L

This must not be the first course in the traverse.

NC Nontangent curve. After the NC, the next two pairs of tokens specify how to construct the curve. Use any of the following choices followed by the value:

• D—Central angle of the curve

• A—Distance along the arc of the curve

• C—Distance across the chord

• R—Radius of the curve

The next pair of tokens describes the direction of the curve. Use any of the following choices followed by the value:

• C—Chord direction

• R—Radial direction toward the center point

• T—Tangent direction

The final token describes which way the curve turns, to the left or the right:

• L—Left

• R—Right

In the following example, a nontangent curve with a chord length of 45 units, a central angle of 100 degrees, and a chord direction of N45E curving to the right is defined:

NC C 45 D 100-0-0 C N45-0-0E R
