MISSISSIPPI AIR NATIONAL GUARD

COMBAT READINESS TRAINING CENTER

REQUIREMENTS

FOR TELEVISION SUBSCRIPTION

2 February 2020

1. DESCRIPTION OF REQUIREMENT

1.1 Provide subscription television service to the Base Communications Office so that they can distribute the signal to 550 television drops around the base using the government provided distribution system.

2. DETAILED DESCRIPTION OF REQUIREMENT

2.1 Provide all equipment, installation, labor, and transportation for the CATV system to distribute throughout the base TV locations, approximately 550.

2.2 Provide the attached list, or equivalent, channels to the Base Communications shop so that they can distribute the signal to 550 television drops around the base. Any substitution for channels listed must be approved in writing by MS ANG CRTC Communications Office. Mandatory requirement of ESPN package is nonnegotiable and must be included in the proposal.

2.3 Provide 24/7 support for outages of signal provided to the MSANG CRTC Base Communications Shop cable demarcation point located in the BNCC of building 154.

Individual drops in the other buildings around base will be the responsibility of the government.

2.4 The equipment provided for this requirement needs to be able to operate with the CRTC’s head end system modulators, Blonder Tongue part # HDE-8C-QAM (see attached equipment drawing). The base uses these digital modulators to distribute the individual TV channels throughout the base to the 550 televisions. These Blonder Tongue modulators require a component input from the source. Special cables are usually needed to take the signal from the source box to the modulator input. Any special cables that are needed to go from the contractor equipment to the government provided equipment shall be provided by the contractor.

2.5 Subscription period for the contract shall begin on 01 May 2020. All equipment should be delivered and ready to install by the contractor at that time to allow for the least amount of down time in the television service.

3. SECURITY

3.1. Security Requirements. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. The contractor shall sign an agreement stipulating the security requirements of this contract and certify to best of their knowledge that personnel performing under this contract do not pose a security risk to the United States. All personnel are subject to a security background check.

a. Base Access. The contractor shall obtain personal identification passes for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto the base. The contractor shall provide a Contractor/Vendor Access List, and submit it through the Contracting Officer to the Gulfport CRTC Security Forces and Pass & Registration. The contractor is responsible for providing background checks on employees of the contractor and shall provide a copy of a background check for any members who will be working on the installation.

b. Antiterrorism / Operations Security / Information Protection. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

c. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

d. AT Level I Training. This standard language is for contractor employees with an area of performance within a Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative.
