About this file
This is a Requirements document for bread delivery to the Federal Bureau of Prisons Federal Transfer Center in Oklahoma City. The government requires weekly bread deliveries on a pre-scheduled basis from Monday through Friday (excluding federal holidays) for a 13-week performance period spanning April 1, 2026, through June 30, 2026. All deliveries must be made to the facility located at 7410 S. MacArthur Blvd., Oklahoma City, OK 73169, on bread racks suitable for offloading onto a 4-foot elevated unloading dock. Fresh bread must be delivered within 48 hours after baking and must strictly comply with all specified requirements.
The document establishes rigorous compliance standards with severe consequences for non-performance. Items must meet all specifications, and failure to comply or deliver within established timeframes will result in contract cancellation and indefinite removal from future awards. All items will undergo close inspection, including thawing and cooking as necessary to verify compliance. Non-conforming items conditionally received must be picked up by the vendor at their own expense within two weeks of notification; items not retrieved within that period will be disposed of by the government. The contract is firm-fixed price with awards under $15,000 payable via Government Purchase Card and awards exceeding $15,000 payable by electronic funds transfer. Past performance will be weighted approximately equal to price in the award decision.
