About this file
This is a National Menu Specifications Quote Sheet for bread products required by the Federal Bureau of Prisons, Federal Transfer Center in Oklahoma City for the second quarter of fiscal year 2026. The specification document outlines three bread items with detailed requirements: (1) White, Whole Wheat, or Wheat bread in loaf form, sliced and enriched, with weekly deliveries of 15,000 units; (2) Enriched sandwich rolls (hamburger style) in Whole Wheat, Part Whole Wheat, or Multigrain varieties, 12 count per package, with weekly deliveries of 6,500 units; and (3) Enriched finger rolls (hot dog style) in wheat, 16 count per package, with weekly deliveries of 3,000 units. All bread items must be pan-baked, fresh, seedless, and delivered within 48 hours of baking.
All delivered items must comply with Federal Food, Drug, and Cosmetic Act requirements, Fair Packaging and Labeling Act provisions, and allergen labeling standards for major allergens including wheat, fish, milk, soy, tree nuts, eggs, peanuts, and shellfish. Products may be of foreign origin if not specified as U.S. or Canadian products. The specifications reference detailed Commercial Item Descriptions (CID codes) for each bread type and allow institutional discretion for baking fried items. The quote sheet requires vendors to provide company name, UEI, phone number, and email. No specification substitutions are permitted, and final product compliance determination rests with the NFSA/Chief Dietitian. The related solicitation (15B51326Q00000006) indicates 13 weekly deliveries beginning April 1, 2026, through June 30, 2026, with firm-fixed price awards based on price and past performance, made via Government Purchase Card for amounts at or below $15,000 or by purchase order and EFT for higher amounts.
