NOAA Fisheries Southwest Fisheries Science Center
La Jolla Fire Suppression System Repairs and Replacement
I. BACKGROUND
The Southwest Fisheries Science Center (SWFSC) located at 8901 La Jolla Shores Drive, La Jolla, California, seeks to repair its fire suppression system by replacing the existing FM200 release agent with NOVEC 1230. This environmentally friendly alternative aligns with the American Innovation and Manufacturing Act of 2020 (AIM) and will ensure the system's continued operation and sustainability.
II. SCOPE OF WORK
The contractor shall repair the existing FM200 fire suppression system at SWFSC, La Jolla, by replacing it with a NOVEC 1230 system. This Scope of Work outlines the tasks, responsibilities, and requirements for ensuring the system's continued operation and sustainability. The goal is to replace faulty and obsolete components with like-kind replacements, adhering to safety standards and regulatory compliance. The contractor shall complete the repair project within the specified timeframe.
III. PERIOD OF PERFORMANCE
The period of performance is May 1, 2025 to April 30, 2026.

V. TASKS
Task 1: FM200 Agent Fire Suppression System Replacement
The contractor shall conduct a thorough assessment of the existing FM200 fire suppression system to determine its suitability for conversion to NOVEC 1230. The contractor shall procure and install NOVEC 1230 components, including storage, discharge nozzles, release control panel, and safety devices. They will then modify existing infrastructure, as needed, to ensure compatibility with the NOVEC 1230 system. A different releasing agent could be proposed; however, the main panels still need to be Engineering Systems Technology (EST) 4 due to the main fire system using hundreds of smoke detectors and heat sensors that would need to be replaced. Prior to beginning the replacement and installation process, the contractor and Technical Point of Contact (TPOC) shall have a virtual meeting where the FM200 Agent Fire Suppression System Replacement is discussed and confirmed.
Upon completion, the contractor shall integrate the system and conduct comprehensive testing to verify its functionality and reliability in accordance with NFPA 72.
Additionally, a kick-off meeting within the first 30 days of contract performance will be held with the contractor and TPOC.
Task 2: Engineering Systems Technology (EST) Panel and Air Sampling Detector (ASD) Replacement
The contractor shall replace three (3) obsolete EST3 fire alarm control panels and associated peripherals with three (3) new, compatible EST4 panels. The existing panels are located in the main fire suppression area, main fire alarm control area, and lobby. After removing the old panels, the contractor shall install the new EST4 panels and configure them to interface seamlessly with the NOVEC 1230 system. Remote monitoring and control capabilities should be ensured through comprehensive testing and commissioning.
Additionally, the contractor shall replace four (4) faulty or obsolete Air Sampling Detector devices with modern equivalents with displays. These devices should be configured and programmed for their respective areas and undergo thorough testing and commissioning.
Shop Drawings for Main Fire Alarm Control Panel replacement to EST4: For fire-alarm system. Include plans, elevations, sections, details, and attachments to other work.
A. Comply with recommendations in the "Documentation" Section of the "Fundamentals of Fire Alarm Systems" Chapter in NFPA 72.
B. Include voltage drop calculations for notification appliance circuits.
C. Include battery-size calculations.
D. Include performance parameters and installation details for each detector, verifying that each detector is listed for the complete range of air velocity, temperature, and humidity possible when the air-handling system is operating.
E. Include plans, sections, and elevations of heating, ventilating, and air-conditioning ducts, drawn to scale and coordinating installation of duct smoke detectors and access to them. Show critical dimensions that relate to placement and support of sampling tubes, detector housing, and remote status and alarm indicators. Locate detectors according to manufacturer's written recommendations.
F. Include voice/alarm signaling-service equipment rack or console layout, grounding schematic, amplifier power calculation, and single-line connection diagram.
G. Include floor plans to indicate final outlet locations showing address of each addressable device.
Show size and route of cable and conduits.
Task 3: Documentation and Scheduling
The contractor shall provide comprehensive as-built drawings and documentation for the repaired NOVEC 1230 system, Air Sampling Detector devices, and EST4 panels. These documents should reference the existing FM-200 system and fire alarm system as-built drawings. A detailed project report outlining all activities, testing results, and system documentation should be delivered. All relevant documentation, manuals, and certifications should be provided to the facility manager.
A final walkthrough with the facility owner will be conducted to ensure their satisfaction. All system documentation must comply with industry standards and regulations.
Operation and Maintenance Data: For fire-alarm systems and components, include in emergency, operation, and maintenance manuals. In addition to the items specified in Division 1 Section "Operation and Maintenance Data," deliver copies to authorities having jurisdiction and include the following:
A. Comply with the "Records" Section of the "Inspection, Testing and Maintenance" Chapter in NFPA 72.
B. Provide "Record of Completion Documents" according to NFPA 72 article "Permanent Records" in the "Records" Section of the "Inspection, Testing and Maintenance" Chapter.
C. Record copy of site-specific software.
D. Provide "Maintenance, Inspection and Testing Records" according to NFPA 72 article of the same name and include the following:
1. Frequency of testing of installed components.
2. Frequency of inspection of installed components.
3. Requirements and recommendations related to results of maintenance.
4. Manufacturer's user training manuals.
E. Manufacturer's required maintenance related to system warranty requirements.
F. Abbreviated operating instructions for mounting at fire-alarm control unit.
G. Copy of NFPA 25.
Software and Firmware Operational Documentation:
A. Software operating and upgrade manuals.
B. Program Software Backup: On magnetic media or compact disk, complete with data files.
C. Device address list.
D. Printout of software application and graphic screens (as applicable).
The Contractor shall establish a detailed project plan with milestones and timelines, communicated to relevant stakeholders.
Task 4: Field Quality Control
A. Field tests shall be witnessed by authorities having jurisdiction.
B. Manufacturer's Field Service: Engage a factory-authorized service representative to inspect, test, and adjust components, assemblies, and equipment installations, including connections.
C. Perform tests and inspections.

D. Tests and Inspections:
1. Visual Inspection: Conduct visual inspection prior to testing.
a. Inspection shall be based on completed Record Drawings and system documentation that is required by NFPA 72 in its "Completion Documents, Preparation" Table in the "Documentation" Section of the "Fundamentals of Fire Alarm Systems" Chapter.
b. Comply with "Visual Inspection Frequencies" Table in the "Inspection" Section of the "Inspection, Testing and Maintenance" Chapter in NFPA 72; retain the "Initial/Reacceptance" column and list only the installed components.
2. System Testing: Comply with "Test Methods" Table in the "Testing" Section of the "Inspection, Testing and Maintenance" Chapter in NFPA 72.
3. Test audible appliances for the public operating mode according to manufacturer's written instructions. Perform the test using a portable sound-level meter complying with Type 2 requirements in
ANSI S1.4.
4. Test audible appliances for the private operating mode according to manufacturer's written instructions.
5. Test visible appliances for the public operating mode according to manufacturer's written instructions.
6. Factory-authorized service representative shall prepare the "Fire Alarm System Record of Completion" in the "Documentation" Section of the "Fundamentals of Fire Alarm Systems" Chapter in NFPA 72 and the "Inspection and Testing Form" in the "Records" Section of the "Inspection, Testing and Maintenance" Chapter in NFPA 72.
VI. SCHEDULE OF DELIVERABLES
The following is a schedule of all deliverables, including administrative deliverables, required during the period of performance of this contract to the Contracting Officer’s Representative (COR), Technical Point of Contact (TPOC) and Contracting Officer (CO):

VIII. RESPONSIBILITY FOR INSPECTION AND ACCEPTANCE
The COR is the Government’s official responsible for inspection and acceptance of required services under the terms and conditions of this contract. The Government may designate additional representative(s) to provide periodic inspections or observations during the performance of this contract. However, Government inspections are for the sole benefit of the Government and do not relieve the contractor of its responsibilities to provide adequate quality control. The contractor is responsible for inspection of its own work to ensure that all work performed conforms to the terms and conditions of the contract.
