About this file

This document contains federal contract clauses applicable to United States Space Force (USSF) acquisitions. The first clause establishes an ombudsman process to hear and facilitate resolution of concerns from offerors and potential offerors. The ombudsman maintains strict confidentiality and does not participate in proposal evaluation, source selection, or protest adjudication. Interested parties must first address concerns with the contracting officer before consulting the ombudsman. For USSF acquisitions excluding Space Force Space Command (SSC) acquisitions, the ombudsman contact is the Director of Contracts at the Air Force Installation Contracting Center, Operating Location - Space (AFICC/KS OL-SPC) at afica.ks.wf@us.af.mil, with escalation available to the Department of the Air Force ombudsman at SAF/AQC. The ombudsman has no binding authority and cannot address requests for solicitation copies, offer due date verification, or technical requirement clarification—such inquiries must be directed to the contracting officer.

The second clause prohibits contractors from providing any service, product, specification, standard, or document that requires or can only be met through the use of Class I ozone depleting substances (ODS) in test, operation, or maintenance activities. Class I ODSs identified for Department of the Air Force purposes include specific halons (1011, 1202, 1211, 1301, 2402), chlorofluorocarbons (CFCs) including CFC-11 through CFC-115 and specified blends, and carbon tetrachloride, methyl chloroform, and methyl bromide. Materials containing these Class I ODSs only as minor constituents are excluded from this prohibition.

Ombudsman

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, for USSF (United States Space Force) acquisitions (excluding SSC acquisitions) please contact the Director of Contracts, Air Force Installation Contracting Center, Operating

Location - Space (AFICC/KS OL-SPC) via the following e-mail workflow address:

afica.ks.wf@us.af.mil. Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571)

256-2431.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
