The project requires conversion of existing preliminary trio restoration designs (currently 95% complete) to final designs meeting regulatory requirements, implementation of nature-based techniques including ditch remediation, runnels, and marsh habitat islands, and completion of all environmental permitting. Bidders must manage all permitting aspects, coordinate with the Great Marsh SMARTeam Review/Design members and conservation partners, and consult with UMass Mass Marsh Monitoring group to develop pre- and post-monitoring plans. The bid response deadline is April 30, 2026, at 2:00 p.m. EST via COMMBUYS, with an estimated contract start date of May 2026 and completion by February 1, 2027. The procurement seeks a single contractor and is limited to use by MassWildlife only. No renewal options are available.

The estimated contract value is $150,000 for the base 3,278 acres, with potential expansion available at supplemental per-acre rates at MassWildlife's discretion. Bidders must provide project management costs per hour by permit type, estimated per-acre costs for final design, and an all-inclusive maximum not-to-exceed price. Mandatory qualifications include over five years of current experience permitting nature-based trio restoration projects in Massachusetts and over three years applying the 4-Tiered Restoration Methodology. Desirable specifications include prior coordination with Great Marsh SMARTeam scientists, saltmarsh sparrow experience, and strong report writing and GIS mapping skills. Small Business Purchasing Program (SBPP) participants meeting best value criteria receive award preference. Funding is conditioned upon approval of NFWF grant funding. Invoices are submitted monthly or by mutual agreement, with the final invoice due by March 31, 2027, and must not exceed the maximum obligation amount without prior written CFO authorization and contract amendment.

Assessments of legacy agriculture and mosquito control ditches have been completed and GIS maps produced. These maps were overlain with trio designs that included ditch remediation and runnels.

Preliminary designs are at 95% completion. The contractor will complete final design which includes in-depth quality control to ensure tide-sheds and placement of ditch remediation and runnels are correct for permitting.

• Convert at least 3,278 acres of existing preliminary trio restoration designs to final designs to meet regulatory requirements in consultation with the Great Marsh SMARTeam Review/Design scientists (Salt Marsh Adaptation and Resiliency Team),

• Subcontract with a MassWildlife approved trio design expert(s) to complete final designs.

• Finish MEPA review with application completed by MassWildlife.

• Manage all aspects of environmental permitting in coordination with the MassWildlife project lead, including but not limited to:

• Complete and file applications for local, state, and federal permits; create GIS maps, drawings, designs, for applications - MEPA, MESA, WPA, WQC, c.91, ACOE, local by-laws, etc..

• Post hearing and project notices in newspapers, MEPA Monitor, schedule hearings and site visits.

• Present at hearings and lead site visits; correspond with regulators, SMARTeams design/review scientists.

• File Registry documents.

• Lead weekly progress meetings with MassWildlife and project partners (USFWS, The Trustees, MA

Audubon Society, Town of Ipswich, Essex County Greenbelt Association).

• Coordinate meetings with conservation partners for pre-permit application review and comments, with special attention to describing and illustrating the importance of micro-runnel techniques in accelerating restoration of salt marsh restoration.

• Consult with the UMass Mass Marsh Monitoring group to develop final pre-and post-monitoring plans.

• Consult with the Natural Heritage & Endangered Species Program (NHESP) and project partners to develop a saltmarsh sparrow long-term monitoring plan.

• Discuss and finalize NHESP Time of Year restrictions for saltmarsh sparrow.

• Apply principles of the 4-tiered Restoration Design Approach.

• Site selection is that determined by MassWildlife and exhibited in the attached site maps.

Preliminary designs will be shared with the contractor meeting the evaluation criteria and who is selected to complete the project.

Timeline We anticipate that this project will start May 2026 (contingent on funding) and conclude on February 1, 2027, with the submission of a final report.
