About this file
This is a Request for Quote issued by the Abraham Lincoln Presidential Library and Museum (ALPLM) in Springfield, Illinois for window cleaning services across multiple campus facilities. The project encompasses interior and exterior window cleaning at five locations: the ALPLM Library, ALPLM Museum, Bridge, Parking Garage, and Union Station. Windows must be cleaned a minimum of two times during the contract period. Specific cleaning requirements vary by location but generally include windows above the first floor level, with particular attention to rotunda areas, executive office levels, and accessible exterior surfaces. A mandatory pre-bid meeting is scheduled for Wednesday, June 10, 2026 at 2:00 PM at the ALP Library, with vendors required to attend and sign in; late arrivals, early departures, or failure to sign the attendance form may result in disqualification. The resulting contract will commence on July 1, 2026 and conclude on June 30, 2027. Quotes must be submitted by the bid opening date listed in BidBuy, with all quoted prices valid for 90 days from submission.
Only vendors registered as a Small Business Set Aside (SBSA) with the State of Illinois are eligible to submit quotes. All pricing must include shipping and handling charges, and ALPLM intends to award to the lowest priced vendor meeting minimum requirements and specifications. Prevailing wage compliance is mandatory, with vendors required to pay employees prevailing wages as determined by the Illinois Department of Labor (IDOL); vendors should contact IDOL at (217) 782-6206 or www2.illinois.gov/idol for current wage rates in the window washing category. Vendors will invoice upon completion of work and accept payment via check or Electronic Funds Transfer (EFT). ALPLM reserves the right to reject all offers or individual offers for failure to meet requirements and may award by item, group of items, or total. Vendors must comply with the State's Standard Terms and Conditions and Standard Certifications, and those without prior payment from the State of Illinois in the past two years must submit an IRS Form W-9.
