This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. A second written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-20-Q-8321.
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order to Cases Cases, Inc. in Wakefield, MA on a sole source basis in accordance with FAR 13.106(b) for the items listed below.

Cases Cases, Inc. is the sole distributor of the required Shipping Containers. See attached Sole Source Justification for details.
A determination by the Government not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Required Delivery for all items is not later than 30 September 2020, F.O.B. Destination to Naval Station Newport, RI. 02841. This requirement is solicited as Other Than Full and Open Competition. The North American Industry Classification System (NAICS) Code 326199. The size standard is 750 employees.
Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. The provision at FAR 52.204-24, Representation Regarding Certain Telecommunication and Video Surveillance Services or Equipment applies to this solicitation. The clause at FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment applies to this solicitation. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. The provision at FAR 52.212-3 (ALT 1), Offeror Representations and Certifications Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items apply to this solicitation. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9.
In accordance with DFARS 252.211-7003, Item Identification and Valuation, if the unit prices proposed exceed $5,000 then UID tags will be required. Full text of incorporated FAR/DFARS clauses and provisions are available at: www.acquisition.gov/far. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.

Electronic Payment through Invoice, Receipt, Acceptance and Property Transfer (iRAPT), formerly known as Wide Area Workflow (WAWF), will be used.
Offerors shall include price, delivery terms, and the following additional information with quote submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNs number. Quotes received after the closing date and time specified may be ineligible for award.
Quotes must be submitted to Naval Undersea Warfare Center Division Newport, Contracts Department, Code 0221, via email to Levi Andrews at levi.andrews@navy.mil by 2 p.m. EST on Friday May 22, 2020.
