SOLE SOURCE JUSTIFICATION
Shipping Container for SubHDR Mast
DESCRIPTION OF REQUIREMENT:
Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), has a requirement for the purchase of six (6) Shipping Containers for the Submarine High Data Rate (SubHDR) Mast.

SOLE SOURCE JUSTIFICATION:
The Department of Transportation Certification DOT-SP 15837 states that due to the HAZMAT
(Anhydrous Ammonia) in the SubHDR Mast, as a safety measure, all SubHDR Masts are only to be transported via a wooden box conforming to Raytheon or a reusable Plastic Container conforming to Raytheon . The Government determines the use of the plastic containers is more cost efficient since the wooden boxes take about a year to make and need to be replaced regularly due to frequent damage from shipping and outdoor elements from outside storage
Raytheon lists Hardigg Industries, Inc. (CAGE Code 11214) as the only certified and approved vendor for this part. NUWCDIVNPT, requested quotes from additional vendors but received ‘No Quotes’ as Cases Cases Inc. owns design number 15959, therefore Cases Cases Inc.
is the only Hardigg Industries supplier that can provide the required Shipping Containers
In order to release a competitive Request for Quote, NUWCDIVNPT, would have to collaborate with Raytheon to certify/approve additional vendors to produce this part. Raytheon states Hardigg is the only approved/authorized vendor for the shipping containers required to transport SubHDR masts per DOT-SP 15837, and this part is crucial for SubHDR’s uninterrupted operation. The additional costs associated with qualifying additional vendors for this low-dollar, time-sensitive acquisition, would be impractical to pursue at this point.

RESELLERS:
Cases-Cases, Inc. (CAGE Code 1G6R1) owns design number 15959 and is therefore the only vendor authorized to supply the required shipping containers.
Requiring Department:
Based on the above, I recommend this acquisition be conducted on a Sole Source/Brand Name
Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.
