The solicitation was released on October 9, 2026, with a response due date of October 23, 2026, at 5:00 PM through the Vendor Submission Portal. DSH reserves the right to award based on individual items or all items collectively and may modify or cancel the RFQ in whole or in part at any time. Award will be made on a competitive basis with several preference programs available: California-certified small businesses receive a five percent bid preference, as do non-small businesses committing to at least 25 percent subcontractor participation with California-certified small businesses. Small Business Nonprofit Veteran Services Agencies (SB/NVSA) meeting specified requirements are eligible for the five percent small business preference. Disabled Veteran Business Enterprise (DVBE) incentives apply, with incentive percentages ranging from three to five percent based on confirmed DVBE participation levels. All suppliers must submit required administrative documentation including a Cover Sheet, DSH Cost Table, Commercially Useful Function Documentation, STD 204 Payee Data Record, Bidder Declaration (GSPD-05-105), and applicable certifications (DVBE Declaration, California Civil Rights Laws Certification for contracts $100,000 and over, Iran Contracting Act Certification for contracts $1,000,000 and over, and Darfur Contracting Act Certification). Bidders must also complete the Statement of Work, provide contact information for primary and backup points of contact, and disclose any use of Generative Artificial Intelligence in deliverables or performance, with failure to report GenAI potentially resulting in bid disqualification.
