To be considered for award, Quoter(s) must comply with all instructions and requirements in the RFQ.

This will be a Brand Name Competition amongst Exterro Authorized Resellers awarded on a Lowest Price

Technically Acceptable (LPTA) basis.

Quoters’ Initial Quotes will be considered Best and Final Offer (BAFO).

The Government plans on making a single award.

As part of this procurement and prior to award, the FBI will conduct a Procurement Risk Assessment

(PRA) to determine suitability of a Quoter to do business with the FBI. In the event a Quoter is determined to not be suitable as part of the PRA process, they will be ineligible for award. The Quoter is not entitled to an explanation of the basis for why his or her company did not pass the PRA process.

Format of Quotations

Quotations shall be submitted in two volumes:

1. Price Volume

2. Technical Volume

Price Volume

The Price Proposal shall present prices for the specific services and deliveries proposed in accordance with the Solicitation and the Offeror’s proposed technical approach. For the purpose of preparing the

Price Volume, the Offeror shall assume a contract award date of February 28, 2025. However, all prices submitted must be honored for a minimum of 90 days in event of unexpected delays.

All pricing information shall be addressed only in the price proposal. All pricing information shall be entered into an Excel Spreadsheet and will also be summarized within the Price Volume. The Price

Proposal shall include the product description, product identification SKU, list price, discount percent, and newly discounted price, and total extended for said line.

If the submitted Price Volume does not adhere to the format and instructions stated in this RFQ, then offeror will not be eligible for award.

Quotes are to be submitted without “write protection” for ease of evaluation.

Technical Volume

The Technical volume may be submitted as a Microsoft Word document or PDF file. Text must be submitted on 8.5 x 11” pages utilizing text not smaller than 10 pt. font. Each page of the submission, including spreadsheets, shall contain the Quoter’s name and applicable page/attachment numbers.

The Technical volume shall have two Sections, described below.

Section I:

Company Data - The page count for this section shall not exceed 2 pages: In this section, Quoter shall provide the following information:

1. Legal/Corporate Name of Entity (and any alias)

2. Primary Point of Contact

3. Address

4. Email

5. Fax

6. Phone Number

7. Data Universal Numbering System (DUNS) Number

8. Tax Identification Number (TIN)

9. Business Size for Identified NAICS Code

Section II:

Technical - The page count for this section shall not exceed 10 pages, excluding the attached forms: The

Government will review the information identified below to determine if Quoter’s quotation is technically acceptable.

1. Completeness of Products Offered. Quoter will be provided a list of all products and Services that will be available for this contract. Quoter will provide pricing for the individual items.

2. Must provide details on how requirements in Section 3 of this RFQ are met.

Failure to comply with the above instructions will render the quote non-compliant and the quote will not be evaluated.

All communications prior to award shall only be directed in writing to the CO Teala Watkins tmwatkins@fbi.gov. No phone calls will be entertained.

a) Quotes are due to the Government by 12:00 P.M. EST (Noon) February 7, 2025. Quotes should be submitted to the FBI CO Teala Watkins tmwatkins@fbi.gov. No phone calls will be entertained.

b) The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the Quoter intends to meet these requirements. Quoter shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in their quote.

c) Quotes shall contain a clear statement that the quote is valid for 90 days.

d) The Quoter shall state in all Quotes any and all assumptions, deviations, and exceptions (ADEs) taken to the terms and conditions of the RFQ. ADEs to the terms and conditions taken shall contain sufficient justification to permit evaluation. Posing ADEs will not automatically cause a

Quoter to be deemed unacceptable. A large number or significant ADEs not providing benefit to the Government may result in rejection of the Quoter as unacceptable.

e) The Government identifies and sets page limits for each volume the Quoter is required to submit. The page limits are maximums, not recommended lengths. If page limitations are exceeded, the excess pages will not be read or considered in the evaluation of the quote.

Quoters are strongly encouraged to keep their responses focused and brief. Information outside what is required by the RFQ is not encouraged.

15 Basis Of Award

Award will be based on Lowest Price Technically Acceptable (LPTA) basis. Quoter(s) must comply with all instructions and requirements in the RFQ, to be considered for award for this Elastic contract.

Basis of Evaluation

The quotation will be evaluated on as PASS/FAIL bases. The FBI will validate compliance on a pass/fail basis.

When the lowest priced quote is deemed to be reasonable and complete, the quote will be evaluated for Technically Acceptability in accordance with Section 3 (Requirements) of this RFQ. A PASS for

Technically Acceptability will receive an award for this contract.

Quotes receiving a FAIL in any area of technical acceptability will not be considered for award. The quotation that is determined to be lowest priced, technically acceptable quote based on the criteria outlined in this RFQ will be subject to a Procurement Risk Assessment. This process is used to determine suitability of a Quoter to do business with the FBI. In the event a Quoter is determined to not be suitable as part of the PRA process, they will be ineligible for award with no details provided to the assessment.

This evaluation process will continue until a submitted quote passes the Price and Technical evaluations.

Quotations shall include at a minimum company name, address, Point of Contact (POC), EIN DUNS #, Cage Code and NAICS associated with the request.

PASS = Quoter demonstrates ability to meet all requirements under Section 3 (Requirements).

FAIL = Quoter failed to meet all requirements under Section 3 (Requirements).

Price: The Government will evaluate the total proposed price for one-year base and two (2), one-year option years. In addition, this evaluation will include an assessment of the quote for completeness and reasonableness.

Price Evaluation

The Government will evaluate the Quoter’s Price Quote as follows:

1. Completeness: Is the Quoter’s price quote complete?

The Price Quote will be evaluated for completeness by assessing the responsiveness of the Quoter in providing proposed prices for the products in the attached spreadsheet.

Price quotes that do not provide proposed prices of all of the products will be deemed incomplete and will no longer be considered for award.

2. Reasonableness: Is the Quoter’s price reasonable?

The government will compare the price quoted by the Quoter to NASA SEWP pricing to determine if the price is reasonable. Reasonableness will be determined by assessing (1) the discounts provided by the

Quoter, and (2) the overall price for the RFQ.

Any current pricing entered into the spreadsheet that exceeds published NASA SEWP rates will result in the submission being considered Unreasonable and will no longer be considered for award.

Technical Evaluation

The Government will evaluate the Quoter’s Technical Proposal as follows:

To be considered for award, Quoter must be deemed Technically Acceptable in all categories listed below:

Compliance with Instructions

The Government will ensure that all required data has been submitted and all requested forms are complete and drafted in the required format. This includes:
