About this file
This is a Request for Price Quotation (RFQ 09-27 HVAC_CDBG) issued by the Henry County Purchasing Department in McDonough, Georgia. The solicitation requests competitive pricing for the furnishing and installation of residential-grade heating and cooling systems, including two primary system types: gas furnace and air conditioning systems, and air handler/heat pump systems. Contractors must provide quotes for ten line items spanning tonnages from 2-ton to 4-ton across both system categories. All systems must meet or exceed current local mechanical codes, manufacturer specifications, and energy efficiency standards, with minimum 15 SEER ratings for air conditioning and 80 percent AFUE for gas furnaces. Acceptable equipment manufacturers are limited to Trane, RUUD, Goodman, Rheem, Bryant, and Ameristar. Sealed bids must be submitted by 3:00 PM local time on Tuesday, September 29, 2026, via the County's eProcurement Portal. All work requires permitting and inspection approval before payment release. The County prefers a single award for all items but reserves the right to make separate awards by group or line item and to reject any and all bids.
Pricing must be quoted FOB destination with shipping and handling charges listed separately; if no charges are listed, all costs are assumed included. Quoted prices shall remain firm for 180 days from the bid date. The solicitation includes a local vendor preference policy that grants qualified local vendors the opportunity to match the lowest out-of-county bid if their proposal is within five percent of that low bid and they meet Henry County local vendor requirements. The County encourages participation from small businesses, local vendors, veteran-owned businesses, Disadvantaged Business Enterprises (DBEs), and female-owned businesses. All contractors must demonstrate compliance with the Georgia Security and Immigration Compliance Act by registering with and using E-Verify. Insurance requirements include workers compensation at Georgia statutory limits, commercial general liability with $1,000,000 per occurrence and $2,000,000 general aggregate limits, and automobile liability coverage. Evidence of insurance must be provided within five days of contract award.
