The United States Coast Guard has a requirement for scaffolding onboard the CGC Hamilton from the Air Search Radar platform (~120ft ABL) to the top of the TACAN to provide aerial working platforms with a base located on the upper-most mast platform and a height that shall be field fit to allow technician chest level access to the bottom most portion of the TACAN Antenna. The CGC Hamilton is located the FLETC Pier Papa in Charleston, NC.
The associated North American Industrial Classification System (NAICS) code for this procurement is 238990 – All Other Specialty Trade Contractors. The associated product service code is W054- LEASE OR RENTAL OF EQUIPMENT- PREFABRICATED STRUCTURES
AND SCAFFOLDING. THIS IS NOT A SET ASIDE.
The purchase order resulting from this solicitation will be issued as a FIRM-FIXED price purchase order. The award will be made to the Offeror submitting the lowest priced quotation.
UNIQUE ENTITY IDENTIFIER (UEI) NUMBER, FEDERAL TAX IDENTIFICATION

The Contractor shall provide Scaffolding Services to include installation, dismantling, and any necessary equipment to support TACAN antenna maintenance onboard the CGC HAMILTON located in Charleston, SC 29405.
Specifications detailed in the SOW.
The Government will first review the quotes for completeness/compliance (everything required to be submitted has been submitted). If a quote is found to be incomplete/non-compliant, it will be removed from the evaluation process and it will not be further evaluated. Then the Government will list the remaining quotes by price, lowest to highest, and will begin the technical quote evaluation with the lowest priced Offeror. Upon finding the Offeror who meets the requirements listed in this RFQ (to include all attachments), the Offeror’s price will be evaluated for reasonableness.
If the first quote evaluated is technically acceptable with a price that is reasonable, evaluation will stop. If the first quote evaluated is either not technically acceptable or has a price that is not reasonable evaluation will continue. Once the lowest reasonably priced, technically acceptable quote is found evaluations will stop. Using this procedure, the Government may not evaluate all proposals/quotes.
SITE VISIT ATTENDANCE IS NOT REQUIRED TO SUBMIT A QUOTATION. Any travel costs need to be included in the Firm Fixed Priced quote in response to this solicitation.
Travel will not be reimbursed. The Government is not responsible for any costs associated with site visits, quote submissions, or any other associated costs. Contractor travel shall not be required for this requirement.

Contractors MUST be U.S. Citizens. To support ease of entry at the security checkpoints of Government facilities, visiting Contractor and subcontractor employees shall provide the COR names and dates of birth for all visiting personnel no later than 13 June 2024 at 1:00PM ET.
Failure to pass a background check may prohibit or delay site access or result in possible contract termination.
Service Contract Act Wage Determination # 2015-4427 applies.
