STATEMENT OF WORK (SOW)
FOR
CGC HAMILTON TACAN Antenna Mainenance – Scaffolding
1.0 GENERAL
1.1 BACKGROUND
The vendor shall install scaffolding onboard CGC HAMILTON from the Air Search Radar platform (~120ft ABL) to the top of the TACAN to provide aerial working platforms with a base located on the upper-most mast platform and a height that shall be field fit to allow technician chest level access to the bottom most portion of the TACAN Antenna. The vendor shall provide equipment required to support installation and removal of scaffolding to include crane, boom truck or any other lifting device that may be required.
1.2 SCOPE
1.2.1 Worksite Characteristics.
1. Scaffolding installation will consist of an aerial working platform with a base located on the upper-most mast platform and a height that shall be field fit to allow technician chest level access to the bottom most portion of the TACAN Antenna (example pictured below- Reference Image 2).
a. Upper Mast Platform ABL height is ~117ft. Vendor provided Aerial Working Platform shall provide chest level access to antenna base; ABL height is ~144ft.
b. Scaffolding shall allow at least three technician personnel access to 360° around the TACAN antennaLocation:

N. Charleston, SC 29405
3. If the vendor will be using a crane, Boom truck, or any other lifting device on Pier Papa it must be approved by Base facilities prior to entering the pier. Equipment spec sheet must be included in the vendor response to the RFQ. This gives the project team time to adequately review the specifications. See SOW section 1.2.1.7.
4. Contracting Officer’s Representative (COR) is available to arrange ship check 17- 18 June 2024. CWO Alexandar Webber: Phone: (757) 769 -5296.
5. If weather conditions prohibit completion of any aspect of the project the vendor shall contact the assigned contracting team as soon as possible to discuss alternate days for work completion.
6. In the event of damage to Coast Guard equipment, the vendor will immediately stop work, assess the damage together with assigned shipboard personnel and the project POC, CWO Alexander Webber, and request guidance from the contracting specialist.
Once it is determined that no further hazards to personnel or equipment exist the project shall continue.
7. Charleston Pier Papa (FLETC) restrictions and limitations:
a. There are strict load restrictions that apply to two distinct sections of pier Papa, a vendor with sufficient experience conducting crane work on pier Papa is preferred but not requiredto ensure loading guidelines are followed and ensure personnel and pier structure safety.
b. 1940 section – No crane or other lifting equipment may be used for lifting in this section. No crane or other lifting equipment above 30 tons may travel across this section. An unloaded 30 ton (max) crane or other lifting equipment may travel across this section of pier provided no other vehicles are present and at a max speed of 10mph.
c. 1960 section – No crane or other lifting equipment may be used for pick and carry operation in this section. A 44 ton capacity crane with a max outrigger load 100kips may be used for lifting in this section provided the outriggers are extended and centered over pile bents, not positioned within 10ft of the edge, and crane mats are used to distribute the load to a minimum of 5ft x 5ft.

1.3 OBJECTIVE
The objective is to provide service technicians an aerial working platform to support access to the TACAN antenna, and to provide crane services or other lifting equipment if required by vendor to erect and demobilize scaffolding.
1.4 APPLICABLE DOCUMENTS

1.4.1 Compliance Documents
The following documents provide specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract:
Vendor is required to comply with all OSHA regulations associated with work contained in this SOW.
2.0 SPECIFIC REQUIREMENTS/TASKS
Vendor shall provide the necessary equipment and services (such as crane or other lift equipment) to complete scaffolding erection and demobilization.
Vendor shall provide crane and rigging services or other equipment as required for (1) days with an optional second day at COR direction (8) eight hours each, on-scene:
2.1 Task One.
• 26 June 2024 – Scaffolding Installation o Erect scaffolding as described in SOW 1.1, providing crane support if required.
Requirement for crane support is at vendor discretion and should be included in quote.
2.2 Task Two.
• 03 July 2024 – Scaffolding Demobilization o Demobilize scaffolding, providing crane support if required. Requirement for crane support is at vendor discretion and should be included in quote.
3.0 CONTRACTOR PERSONNEL
3.1 QUALIFIED PERSONNEL
The Contractor shall provide qualified personnel to perform all requirements specified in this
SOW.
3.4 EMPLOYEE IDENTIFICATION
3.4.1 Contractor employees visiting Government facilities shall provide identification to Government facility entry guard, and shall be escorted by Sponsor (COR or Cutter Personnel) at all times while onboard Government facilities. To support ease of entry at the security checkpoints of Government facilities, visiting Contractor and subcontractor employees shall provide the COR names and dates of birth for all visiting personnel no later than 13 June 2024 at 1:00PM ET. Failure to pass a background check may prohibit or delay site access or result in possible contract termination.
3.5 EMPLOYEE CONDUCT
Contractor’s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security.
3.6 MOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS
The Government may, at its sole discretion (via the Contracting Officer), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons.
Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.
4.0 OTHER APPLICABLE CONDITIONS
4.1 SECURITY
Contractor access to classified information is not currently required under this SOW.
4.1.1 FACILITY AND COMPUTER ACCESS
Contractor personnel pursuant to this SOW will not require Government computer access.
FLETC has strict security requirements for contractors, using a contractor that has conducted previous work at FLETC is recommended to prevent denied access.
All contract personnel must be a US citizen and present REAL ID act compliant identification to access work site.
Pass a background check and vetting in order to access the work site.
Contractor must submit names of all visitors to COR 3 business days prior to POP.
4.2 PERIOD OF PERFORMANCE
The period of performance for this contract is an open Period of Performance to accommodate shipboard and pierside scheduling conflicts as needed. The period of performance for this contract will be 26 June 2024 – 03 July 2024. Current ship’s schedule supports performance periods between 26 June 2024 and 03 July 2024. Scaffolding will be demobilized within 24 hours of request from COR. Demobilization of scaffolding will be required NLT 03JUL24.
4.3 PLACE OF PERFORMANCE
1. The primary place of performance will be USCGC HAMILTON, FLETC Pier Papa, S Hobson Ave., N. Charleston, SC 29405.
4.4 HOURS OF OPERATION
Contractor employees shall generally perform all work between the hours of 0800 and 1600 EST throughout Period of Performance described in this SOW.
4.5 TRAVEL
Any travel costs need to be included in the Firm Fixed Priced quote in response to this solicitation. Travel will not be reimbursed. The Government is not responsible for any costs associated with site visits, quote submissions, or any other associated costsContractor travel shall not be required for this requirement.
4.6 POST AWARD CONFERENCE
An Award Conference will not be required for this contract action.
4.7 PROJECT PLAN
A Project Plan will not be required for this contract action.
4.8 BUSINESS CONTINUITY PLAN
A Business Continuity Plan will not be required for this contract action.
4.9 PROGRESS REPORTS
Progress Reports will not be required for this contract action. Contractor shall provide an itemized invoice to the COR upon completion of tasks in SOW (CDRL-01).
4.10 PROGRESS MEETINGS
Progress Meetings will not be required for this contract action.
4.11 PROTECTION OF INFORMATION
Contractor access to information protected under the Privacy Act is NOT required under this
SOW.
4.14 SECTION 508 COMPLIANCE
Section 508 Compliance is not applicable.
5.0 GOVERNMENT FURNISHED RESOURCES
The Government will not furnish any resources to the Contractor in support of this contract.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in SOW 2.0 and SOW 5.0.
7.0 GOVERNMENT ACCEPTANCE PERIOD
The COR will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
7.1 The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal.
In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.
7.2 The COR will have 05 business days to review deliverables and make comments. The Contractor shall have 05 business days to make corrections and redeliver.
8.0 DELIVERABLES
Refer to 2.0 SPECIFIC REQUIREMENTS/TASKS for deliverables.
