About this file

This is a Request for Quotations (RFQ) for Audience Analysis Services issued by the U.S. Embassy San Salvador on August 12, 2026, with solicitation number 19ES6026Q0035. Quotations are due by August 28, 2026, at 10:00 AM local time. The Government intends to award a firm-fixed-price purchase order to the responsible company submitting the lowest acceptable offer based on initial quotations, potentially without discussions. Quotations must be submitted electronically to Kryssia Blandon at blandonki@state.gov, with individual files not exceeding 30MB in size. Offerors must register in the System for Award Management (SAM) prior to offer submission and must complete SF-1449, Section I Pricing, Section 5 Representations and Certifications, additional information required in Section 3, and provide proof of SAM registration to be considered.

The contract covers a 12-month base period with an optional 12-month extension for audience analysis research and program evaluation services. Deliverables include four quarterly audience analysis surveys with 1,200 respondents each, presented in a dynamic Looker Studio dashboard with cross-tabulation capabilities; one in-depth survey with a minimum sample size of 1,200; six spot polls with minimum sample sizes of 400; complete reports and raw data for all surveys and polls; and a fully functional, accessible dashboard compatible with Looker Studio. The service must measure Salvadoran audience perceptions regarding the image of the United States, migration, foreign assistance, economic development, and other key bilateral issues relevant to the U.S. Mission. Pricing is in U.S. dollars with VAT not applicable due to the U.S. Embassy's tax exemption. Evaluation factors include Technical Approach/Methodology (weighted equally with past performance and price), Past Performance/Qualifications, and Price, with the Government reserving the right to reject unreasonably low or high proposals. The solicitation incorporates multiple FAR and DOSAR clauses by reference, including provisions addressing contractor identification, payment schedules, quality assurance surveillance plans, tax withholding for foreign persons, security prohibitions, trade agreements, and trafficking in persons certifications.
