PROCUREMENT
THE GOVERNMENT REQUIRES THE WORK DESCRIBED HEREIN THIS DOCUMENT
This acquisition is being solicited pursuant to the provisions set forth by Part 12 of the Federal Acquisition Regulation, “Commercial Services”.
PROJECT TITLE: COMMUNICATION SKILLS WORKSHOP GREAT LAKES LEADERSHIP
DEVELOPMENT PROGRAM – TIER II
A. INTRODUCTION OF REQUIREMENT: The U.S. Army Corps of Engineers, Chicago District Office, located at 231 S. La Salle Street, Suite 1500, Chicago, Illinois 60604, is seeking quotes for the aforementioned project. The project requires the awardee to develop and facilitate a week-long communication skills workshop. The Contractor shall provide on-site site (or virtual if required by COVID-19 policies at the time of the session) leadership development training encompassing interactive, classroom type presentations or exercises, improvisational exercises, and facilitated discussions for approximately 15 students. Please see enclosed Scope of Work reflected in the solicitation.
B. COMPETITION: Competition for this acquisition is RESTRICTED to SMALL
BUSINESS CONCERNS. The applicable Size Standard is North American Industry Classification System (NAICS) Code 611430, with a size standard in dollars of $15M.

- Responses are required as specified on Page 1 of this Solicitation, Block #8. D. REQUIRED DOCUMENTATION IN RESPONSE TO THIS SOLICITATION:

SYSTEM FOR AWARD MANAGEMENT (SAM): To submit a quote in response to this Solicitation, your firm must already be registered, in an “active” status, at SAM to be considered responsive to this Solicitation. (Reference: Federal Acquisition Regulation Subpart 4.1102 - Policy (a); registration can be completed free of charge at www.sam.gov).
F. APPLICABLE LABOR ACT: The provisions of the Service Contract Act are applicable to the work performed under the resulting Purchase Order. Wage Determination No. 2015-5017 (Rev. 23) dated 12/27/2022 is attached in this document.
G. BASIS FOR AWARD: This particular acquisition method considers award to the responsive, responsible contractor submitting the lowest price for the line item in the bid schedule (Quote Schedule on this RFQ). As part of the “pre” award process, the government must determine the contractor is responsible prior to it being awarded a contract. Accordingly, the government will be conducting a pre-award survey that will include, but is not limited to, searching the Federal Awardee Performance and Integrity Information System, the System for Award Management Exclusions and the Past Performance Information Retrieval System; and contacting references.

GREAT LAKES LEADERSHIP DEVELOPMENT PROGRAM – TIER II
Fiscal Year 2023 22 May 2023 - 26 May 2023
Overview: In support of the Great Lakes Leadership Development Program – Tier II (LDPII), the United States
Army Corps of Engineers (USACE) requires a Contractor to develop and facilitate a week-long communication skills workshop. The Contractor shall provide on-site site (or virtual if required by COVID-19 policies at the time of the session) leadership development training encompassing interactive, classroom type presentations or exercises, improvisational exercises, and facilitated discussions for approximately 15 students. A minimum of two facilitators are required for effective workshop facilitation. Both facilitators shall have at least 5- years of experience facilitating corporate-style leadership training programs.
The leadership training shall incorporate activities to engage approximately 15 participants. The facilitator shall lead the training between the approximate hours of 1:00pm-5pm on Monday, May 22nd; 8am-5pm on Tuesday, May 23rd; 8am-5pm on Wednesday, May 24th; 7:30am-12:30pm on Thursday, May 25th; and 8am-12pm on Friday, May 26th. The training will be held at USACE, Chicago District located at 231 S. LaSalle St, Chicago, Illinois 60604 on Monday, Tuesday, Wednesday, and Friday. The training will be held at alternate location on Thursday. The alternate training venue(s) has not been confirmed, though will be within a short commute of downtown Chicago, such as the USACE Chicago Lock facility.
Primary Objectives:
Improve participants’ presentation, public speaking, and inter- personal communication skills.
Improve teamwork and collaboration skills.
Identify individual participant’s communication strengths and weaknesses, and council individuals in development of more efficient communication skills.
Demonstrate communication skill improvement for each participant.
Tasks: At minimum, the Contractor will complete the following tasks:
1. The facilitators shall develop a proposed agenda and arrange a meeting with USACE prior to the workshop for discussion and approval of the agenda.
2. The LDPII participants will have prepared presentations on two topics prior to the training.
One of the topics will be presented during the first day (22 May 2023) and the second topic will be presented on the last day (26 May 2023). Each presentation shall be filmed for use as a comparison to gauge the improvement in communication skills for each of the participants.
The facilitator will provide necessary equipment for recording the presentations. Facilitators must evaluate the presentations and offer each individual feedback and constructive criticism.
3. The facilitators shall include training activities and discussions for the following categories: a) effective team communication; b) confident speaking and presentation skills; c) speech preparation; d) recommendations for communication with media representatives, e) impromptu speaking, and f) conflict resolution.
4. The facilitators shall actively evaluate participants’ skills and provide constructive feedback throughout the training session.
Post-Award Deliverables:
The Contractor shall provide the following elements within 48 hours of the awarded contract or will not be acceptable to meet the needs of the scope.
1. The Contractor shall provide a list of materials and equipment needed.
2. The Contractor shall provide a proposed agenda for the five days of training. The agenda shall clearly describe the methods and approach the contractor proposes to accomplish the following areas of the training session and is subject to review and approval by USACE.

c. Speech Preparation
d. Conflict Resolution Communication
e. Impromptu Speaking and Communications
f. Evaluation and Feedback for Participants
Security:
1. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
2. All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR, within 5 calendar days of completing training. OPSEC awareness training is available https://www.iad.gov/ioss or http://www.cdse.edu/catalog/operations-security.html.
3. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or restricted areas.
4. The Contractor must pre-screen candidates using the E-verify Program
(http://www.uscis.gov/e-verify) website to meet the established eligibility requirements.
The vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E- Verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (NOV 2021)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (OCT 2022)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern--
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph
(d) of this clause.
(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13
CFR 121.103.
(b) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, upon occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
