About this file

This is a Request for Qualifications (RFQ) issued by Clatsop County Public Works Department in Astoria, Oregon, seeking qualified environmental consulting firms to provide on-call environmental services. The county anticipates selecting one to three firms to support various projects including roads, bridges, trails, and stormwater initiatives. The requested services encompass environmental permits (Removal-Fill Permits, Joint Permit Applications, NEPA documentation, Flood Plain permits, Water Quality Certifications), environmental studies (wetland and stream delineations, biological assessments, soil and groundwater contamination assessments), and mitigation planning, design, and monitoring services. Statements of Qualifications were due by 2:00 p.m. on December 6, 2022, with a scheduled short list announcement on December 9, 2022, interviews conducted via Zoom or Teams on December 15, 2023, and final selection announcement on December 22, 2023. The contract term is two years with potential extension for up to two additional years at one-year intervals, with contract execution expected in 2023.

The anticipated maximum total contract value is $30,000, with the option for the county to increase the amount to meet ongoing needs. Proposers bear all costs associated with developing and submitting their qualifications. The SOQ package is limited to eight numbered pages plus a one-page cover letter and cover page, and must demonstrate competence in relevant environmental services, experience with roads, bridges, trails, and stormwater projects, project management capabilities, responsiveness to emergencies, collaborative work abilities, and safety protocols for live traffic operations. Evaluation will be scored on a maximum of 100 points across five criteria: competence and qualifications of key personnel (30 points), demonstrated firm experience (20 points), communication and stakeholder management abilities (10 points), resource allocation and responsiveness (20 points), and overall proposal quality and RFQ responsiveness (20 points). The resulting master contract will utilize Clatsop County's standard professional services agreement unless services are associated with Federal Highway Administration funded projects, which would require a Local Agency Guidelines agreement instead.
