About this file

This document is a request for qualifications for a two-phase design-build project to reconstruct approximately 40 miles of the Natchez Trace Parkway between Milepost 291.00 and Milepost 331.00 across Alabama and Mississippi. The project includes reconstruction of asphalt pavement and drainage improvements, bridge work, safety countermeasures, and other miscellaneous construction. The base work is split into bid schedules covering pavement reconstruction from MP 321 to MP 331, and additional work may be added through contract options.

Phase one is a qualifications-based selection requiring statements of qualifications by April 10, 2020. Submittals will be evaluated based on experience, past performance, quality management plan, and project understanding, with the top three firms advanced to phase two. TWO-PHASE DESIGN-BUILD (D-B) SOLICITATION

PHASE I

REQUEST FOR QUALIFICATIONS (RFQ)

Project Description:

The project consists of the reconstruction of approximately 40 miles of the Natchez Trace

Parkway (NATR) between Milepost (MP) 291.00 and Milepost 331.00 in Colbert & Lauderdale

Counties, Alabama; and Prentiss & Tishomingo Counties, Mississippi. This project is being undertaken to repair the deteriorating infrastructure of the Natchez Trace Parkway (NATR) to enhance safety and improve mobility for all users while reducing ongoing maintenance requirements. Enhance quality of life by improving the quality of the roadway and maintaining access to recreational opportunities and natural and cultural resources along the Parkway.

NATR was designated as a National Scenic Byway and All-American Road for its significant historic, cultural, natural, and scenic qualities. The NATR also provides access to several

National Park Service (NPS) recreational and historic sites along the Parkway.

This project will consist of reconstructing the asphalt pavement and drainage/culverts improvement, stabilizing erosion at roadway slope, improving safety with options for rumble/mumble/profile stripe and safety edge. The scope will also include bridge expansion joints repairs, concrete repairs, installation of water proofing membrane and new asphalt wearing surface on bridge decks, and other miscellaneous work.

The work is split into bid schedules as follows:

Base Contract:

The base contract consists of the design and construction for heavy pavement reconstruction through Full Depth Reclamation (FDR), and minor bridge rehabilitation work. This includes expansion joint repair/replacement, concrete repairs and asphalt overlay with waterproofing membrane. The work also includes safety improvements toenhance delineation and reduce crashes, drainage and other miscellaneous work for approximately 10 miles of the Natchez Trace Parkway from MP 321 to MP 331.

In addition to the base contract, additional work may be added in the form of contract options

(see FAR Clause 52.217-4 and 52.217-5). These contract options are for the design and construction of the following:

Option 1:

The design and reconstruction of approximately 25 miles of the NATR from MP 296.60 to MP 321. This includes the heavy (major) 3R (pavement resurfacing, restoration, and rehabilitation) by milling 5-inches and placing a 4 ½-inch asphalt overlay andminor bridge rehabilitation work. This work includes expansion joints repair/replacement, concrete repairs and asphalt overlay with waterproofing membrane, and safety improvements to enhance delineation and reduce crashes, drainage and other miscellaneous work.

Option 2:

Design and construction of culvert and pavement marking improvements of approximately

5 miles from MP 291 to MP 296.60.

The proposed project limits are within existing NPS right-of-way. The design and construction cost for this base contract plus all options is to be more than $10,000,000.

253m), and FAR 36.301 Use of two-phase design-build selection procedures, the Eastern Federal

Lands Highway Division, EFLHD, is conducting a "two-phased" D-B selection process. Under this Notice, EFLHD is soliciting D-B firms/teams to participate in Phase One – Qualifications

Based Selection – of this "two-phased" D-B selection process.

A selection committee will review and evaluate the Statement of Qualifications (SOQ) submitted by all responsive D-B firms/teams (Offerors). The selection committee will select a maximum of three most highly qualified Offerors to participate in Phase Two of this D-B selection process based on the established RFQ evaluation criteria. During Phase Two, the selected Offerors will be issued a Request for Proposal (RFP), which will outline the remainder of the selection process requirements. The RFP will contain the requirements necessary for the short-listed Offerors to submit both a Technical Proposal and a Price Proposal during Phase Two. Those Offerors will be required to provide the necessary information to the EFLHD within 45 calendar days after receiving the RFP. A site visit/pre-proposal meeting will be held within approximately the first

21 calendar days of the Phase Two period to provide additional information. It is anticipated that a stipend will be awarded, as per 23 CFR 636.112 CFR 636.113, to each Phase Two Offeror who provides a responsive, but unsuccessful proposal. A copy of the draft RFP will be available to interested Offerors during Phase One.

After receipt of the Phase Two Technical and Price Proposals, the Contracting Officer will conduct a "best value" analysis,as per FAR 36.303-2 titled Phase Two. Award of one Firm
