The evaluation uses a qualifications-based selection method with scoring weighted as follows: Firm's Qualifications and Relevant Experience (25 points), Project Understanding and Approach (25 points), Capacity and Availability of Team (40 points), and Past Performance (10 points). Price is explicitly prohibited as an evaluation factor. The County will rank the three most highly qualified firms and submit scoring to INDOT and FHWA for concurrence. Following ranking, the County will prepare an independent cost estimate and conduct cost negotiations with the highest-ranked firm using either a Cost-Plus-Fixed-Fee or Cost-Reimbursement contract. The project may qualify for federal-aid reimbursement through the FHWA Emergency Relief Program, with funding administered by INDOT.
