The RFP specifies detailed procedures including startup/checkout inspections, annual inspections, mid-season running inspections, pump annual inspections, control system inspections, optimization services, and remote monitoring. Sealed bids are due May 26 at 3:00 PM, and individual meetings may be scheduled upon request to review expectations and maintenance schedules. The District reserves the right to reject any or all proposals and award the contract to the most qualified vendor.
The contract includes specific pricing requirements detailed in Schedule B, which must identify hourly rates for non-service agreement equipment (Monday–Friday, 8:00 AM–4:30 PM), control engineering hourly rates, mileage rates, truck charges (one per visit or per initial problem fix, with eight hours equaling one truck charge), and overtime rates with effective times. Parts and materials are not included in the contract price and must be separately invoiced with prior approval required for expenditures exceeding $250. Vendors must respond within two hours to emergency service calls; repeated failure to meet this standard may result in contract termination. The agreement includes a 30-day cancellation clause for both parties and preferential service over non-contract customers. Additionally, an extra 576 hours are allocated annually for Tridium Control System updates and maintenance across the district, with eight rolling hours per building monthly. All required attachments include a Familial Relationship Disclosure Form (per Michigan Public Act 232 of 2004) and an Iran Economic Sanctions Act affidavit, both notarized.
